Project Description:

The Department has received an application to renew and modify the existing State Pollutant Discharge Elimination System (SPDES) permit (SPDES ID NY0071153) for the Green Haven Correctional Facility, which authorizes a discharge of 0.5 million (500,000) gallons per day of treated sanitary sewage to Fishkill Creek [DEC Waters Index No. H-95, Class C(T)]. The proposed modification consists of a change to the final compliance date within the schedule of compliance. Aside from renewal of the permit term, no other changes to the permit are proposed.

Project Description:

The facility is an existing, operating permitted mine located at the intersection of Quarry Road and NYS Route 17A in the Town of Goshen. The applicant is currently permitted to mine approximately 55.4 acres out of a total of 65 acres under their control. Mining is authorized through the Mined Land Reclamation permit within the existing footprint to a depth of -16 feet below mean sea level (msl), which includes mining into the groundwater. The facility is currently performing water withdrawals through quarry dewatering via a quarry sump pit located in the southeast corner of the quarry floor at a current elevation of 334 feet above msl (amsl). The quarry dewatering is required to create dry working conditions at the quarry floor.
While the facility is already permitted to mine to a depth of -16 feet below MSL, the Mined Land Reclamation permit is conditioned in a manner that the permittee must get DEC approval before it can advance every additional 100 foot increment. Tilcon currently has a request before the DEC to advance from 334 feet amsl to 234 feet amsl. Prior to making the decision on this request, Tilcon was required to perform an updated Hydrogeological Assessment. This same assessment was used for the Water Withdrawal application to evaluate potential impacts to nearby water supply wells from the quarry dewatering at current and future conditions.

Project Description:

The applicant proposes disturbance to DEC-mapped tidal wetlands and their adjacent area associated with a shoreline stabilization project at the above-referenced location. The proposal involves removal of an approximately 395-foot long vertical timber bulkhead, with a sloped rip rap revetment being constructed in its place. The top of the revetment would be located generally landward of the existing bulkhead to be removed, and have accomodations for plantings and an esplanade in the upland area. The proposed project would also involve in-place rehabilitation of one of the three existing piers at the site, and complete removal of the other two piers.
