The applicant proposes to stabilize the bluff by installing 200 linear feet of rock wall along the toe of the bluff consisting of 2.5 ton to 3 ton stacked rock, vinyl sheathing installed on the upland side of the rock wall, and placement of 275 cubic yards of clean sand from an upland source as backfill. Place 250 cubic yards of clean sandy loam from an upland source on the bluff face, temporary wood terracing, and plant all filled and disturbed areas with beach grass. Machinery access to the site is via the beach and Nonowantic Trail. The project is located at 33 Seaside Drive, Belle Terre, Town of Brookhaven, Suffolk County Tax #201-3-2-1.

The Department has prepared a draft permit and made a tentative determination to approve this application for a modification to an existing discharge of 14,550 gallons per day of treated sanitary wastewater to groundwater at the applicant's facility located at Caumsett State Historic Park Preserve, Lloyd Harbor Rd., on Lloyds Neck, Huntington. The applicant proposes to upgrade the system, add sewage disposal system components to existing outfall 013 and increase flow from 100 gpd to 800 gpd.

The proposed discharge is located within an area designated as a sole source aquifer. Suffolk County Water Authority is the only water purveyor that has been identified to provide service within a 3‑mile radius of the applicant's facility.
