Negative Declaration

Cayuga County - The Town of Sennett Town Board, as lead agency, has determined that the proposed Sennett Meadows Senior Apartment Project will not have a significant adverse environmental impact. The action involves a proposal by Rochester's Cornerstone Group, Ltd. to develop and construct a 60 unit senior affordable 55 ± or 62 ± apartment facility, together with related improvements as are fully detailed within the application materials and environmental record to be located on a 10 ± acre parcel of land to be subdivided. Parcel is to be zoned Planned Development District. The project is located at 3365 East Genesee Street Road in the Town of Sennett, New York.

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Site Preparation to Establish Regeneration on Beaver Meadow State Forest will not have a significant adverse environmental impact. The action involves the application of herbicide to 53 acres to reduce the abundance of New York and Hay-scented fern, beech, hophornbeam, Striped-maple and Morrow's honeysuckle to control the spread of invasive species and create favorable conditions for desirable regeneration to become established. Treatment methods will include foliar spray, "hack and squirt"/and or cut stump. Herbicide application will create conditions suitable for seed germination and the establishment of desirable commercial timber species. The abundance of undesirable plant species present on the site are preventing seed germination and establishment of desired forest regeneration. Herbicide application is the most effective way to eliminate undesirable plant species that interfere with the development of desirable forest regeneration. The project is located in the Chenango RA #2, Stands F-34 and F-35, Chenango RA #25, Stands A-16.1 and 16.2, northeast of Beaver Meadow, East of Gibson-Taylor Road in the Town of Smyrna, New York.

Madison County - The State University of New York (SUNY) Morrisville, as lead agency, has determined that the proposed Crown Communication New York, Inc. / Shared Resource and Public Safety Communications Facility will not have a significant adverse environmental impact. The action involves the installation of a 166 foot tall self-supporting lattice tower (171 foot total height with 5 foot lightning rod) secured within a 60 foot by 80 foot fenced compound. The tower will be owned by the State of New York and the top 10 foot thereof will be reserved for New York State's governmental communications equipment. Commercial wireless telecommunications antennas of Verizon Wireless are proposed to be installed at the 150 foot centerline level of the tower, together with a related equipment shelter on a concrete foundation at the base thereof. Lower levels of the tower and ground space within the fenced compound will be available for future collocation by commercial and governmental users. Access will be via a proposed 12 foot wide, 500 ± foot long gravel access driveway that will connect to an existing driveway from Madison Road. Utilities will be routed underground to the site. The project is located at 80 Eaton Street in Morrisville, New York.

Oswego County - The Town of New Haven Planning Board, as lead agency, has determined that the proposed U.S. Light Energy on behalf of NY USLE Oswego SR 104 LLC Community Solar Project will not have a significant adverse environmental impact. The action involves the construction and operation of 5.0 MW AC community solar project, consisting of two solar arrays. Lands for the community solar project will be leased by the applicant from the current landowner. The overall project site includes approximately 31.80 acres across two adjoining parcels. All photovoltaic (PV) solar panels will be ground-mounted in a fixed configuration. The project is located at 4535 and 4521 State Route 104 in the Town of New Haven, New York.

Oswego County - The Town of Amboy Town Board, as lead agency, has determined that the proposed Adoption of Comprehensive Plan Amendment will not have a significant adverse environmental impact. The action involves the update of the Town of Amboy's comprehensive plan which is intended to provide a blueprint for the future physical development of the town. The plan examines potential residential, commercial, and recreational land use development within the town which Amboy may face as the growth of Syracuse and surrounding metropolitan areas continue to expand into the region. One of the goals is to provide a framework for future land development and land subdivision controls while assuring that the growth will be In line with future plans for Infrastructure, road development, and protect natural resource values. Finally, It Is the town's goal that other levels of government (state, county, and other local governments) will find this plan useful towards shaping any future development as they relate to the town so that these activities are in accordance with the desires of the citizens of Amboy. The project is located throughout the Town of Amboy, New York.

Cortland County - The Town of Cortlandville Planning Board, as lead agency, has determined that the proposed Summit Solar Capital Cortlandville II may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the construction of a 5 MW community solar project with approximately 19,000 solar panels and the subdivision of a 113 acre parcel into 3 parcels. The project is located in the Town of Cortlandville, New York.

Notice of Availability of Final Scope and Notice of Acceptance of Draft SEIS

Madison County - The Town of Cazenovia Town Board, as lead agency, has made the Final Scope available and accepted a Draft Environmental Impact Statement on the proposed 2021 Application (treatment) of the herbicide ProcellaCOR EC to Defined Areas of Cazenovia Lake. The Final Scope and Draft EIS are available from the Town of Cazenovia Town Hall, Gothic Cottage, 7 Albany Street, Cazenovia, NY 13035 and on line at: www.townofcazenovia.org.

The action involves the treatment of up to 190 + acres (defined areas) of Cazenovia Lake through the application of the herbicide "ProcellaCOR EC". The treatment is designed to address the increased presence and proliferation of the invasive aquatic plant Eurasian watermilfoil (Myriophyllum spicatum) which had dominated the aquatic plant community in recent years. This action represents a seventh phase of treatment (2021 treatment) and will complement previous treatments of affected areas of the Lake. The project is located in the Town of Cazenovia, New York.
