Project Description:

The proposed project includes the construction and operation of a 5 MW AC photovoltaic (PV) ground-mount solar project located at 4535 and 4521 State Route 104, both leased from the current landowner, in the Town of New Haven, Oswego County, NY. The total acreage of the project site is 118.73ac, with a total physical disturbance of ~30ac. The maximum height of the ground-mount solar panel is 12ft. The project includes a total of 0.01ac of permanent wetland fill impacts for one permanent road crossing in Federal wetland (Wetland B), and a total of ~4.78ac of temporary wetland impacts associated with two temporary access road, perimeter fencing, and tree cutting in wetlands. In addition, there is a total of 31.69ac of tree clearing associated with the project. At the end of life of the facility, the solar array and associated features will be removed, and the land area will be stabilized with a ground cover.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: New Haven Town Board

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Mar 25, 2021.
