Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue an Air State Facility permit to the Chautauqua County Landfill for a new Renewable Natural Gas (RNG) plant to provide the capability of collecting all landfill gas available from the landfill, clean the landfill gas, and compress and transmit the gas off-site as pipeline quality RNG that can be combusted by other end-users. The RNG process is being permitted as an additional emission unit to the existing Title V air permit. The existing Title V permit is required to be modified to incorporate the RNG plant within one year of the RNG plant commencing operations.

The existing carbon monoxide (CO) and sulfur dioxide (SO2) Prevention of Significant Deterioration of Air Quality (PSD) capping limits in the Title V permit are part of this permit. The new 600 hp RNG compressor engine will be added as a source of CO and SO2 emissions to the existing caps: (a) limit CO emissions from the six (6) existing Caterpillar G3520C LFG engines and the new RNG compressor engine to less than 277 tons per year (tpy) during any consecutive 12-month period and (b) limit the CO and SO2 emissions to less than or equal to 312 tpy and 85 tpy, respectively, from the six (6) existing LFG engines, the two (2) existing open flares, and the one new RNG compressor engine during any consecutive 12-month period. Pursuant to the National Emission Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines, Subpart ZZZZ, the 600 hp new RNG compressor engine will reduce CO emissions by maintaining, operating and testing a catalyst on the compressor exhaust.

As a tentative determination, the Department is seeking public comments prior to making a final decision on permit issuance. A draft permit is available for review.

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The Department has received and made the tentative determination to approve an application for a modification to the existing operation at the facility to add putrescible municipal solid waste to the accepted materials at the facility, add construction and demolition debris handling and recovery activity, and increase the maximum daily waste acceptance from 150 tons/day to 523 tons/day which translates to an increase in the waste throughput from 40,000 tons per year to 150,000 tons per year.
