Negative Declaration

Orange County - The Village of Cornwall-on-Hudson, as lead agency, has determined that the proposed Annexation of Parcels will not have a significant adverse environmental impact. The action involves a proposal by the Village Board to annex two parcels of land (SBL: 32-1-8.1 and 31-1-8.2) consisting of approximately 40 ± acres from the Town of Cornwall to the Village of Cornwall-on-Hudson, Parcel 32-1-8.1 contains the Black Rock Water Treatment Plant (WTP), and it is owned by the Village. Parcel 31.-1-8.2 serves as access to the WTP, and it is owned by Black Rock Forest Preserve, Inc. These existing uses (WTP and nature preserve) will remain. The project is located at 45 and 100 Pecks Road in the Village of Cornwall-on-Hudson, New York.

Putnam County - The Town of Southeast Planning Board and Architecture Review Board, as co-lead agencies, have determined that the proposed Ace Endico Expansion will not have a significant adverse environmental impact. The action involves a proposal by Ace Endico (Applicant) for an amended site plan, subdivision, wetland permit, and conditional use permit approval for a proposed 117,600 square foot addition and 63,405 square foot parking garage for the existing Ace Endico warehouse and office building, located on 80 International Boulevard (Tax Map IDs: 45.-1.31.2, 45.-1-31.3, and 45.-1-29) in the OP-2 Zoning District. The proposed project requires the relocation of an existing portion of International Boulevard, along with the existing utilities within the right-of-way, to Lots 31.1 and 31.2. The proposed addition and parking garage would be located on Lot 29, and would be in lieu of the previously approved buildings for Lots 31.1 and 31.2, which totaled 119,906 square foot. Existing stormwater management infrastructure would remain on Lots 31.2. The proposed relocation of International Boulevard requires Town Board approval. The project is located at 71 to 81, 91 and 80 International Boulevard in Brewster, Town of Southeast, New York.

Positive Declaration, Availability of Draft Scope and Public Scoping Session

Orange County - The Village of Monroe Planning Board, as lead agency, has determined that the proposed 208 Business Center may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The Draft Scope is available from contact listed below and on line at: http://villageofmonroe.org/. Written comments of the Draft Scope will be accepted until April 2, 2021.

The action involves a Site Plan and Special Use Permit review and approval for a proposed mixed commercial
use building consisting of 47,500 square foot for a retail use on the first floor and 25,000 square foot of offices on the
second floor. The project is located at NYS Route 208 and Gilbert Street Extension in the Village of Monroe, New York.

Westchester County - The New York City Department of Environmental Protection (NYC DEP), as lead agency, has determined that the proposed Kensico Eastview Connection Project may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a proposal by NYC DEP to construct a new tunnel between the Kensico Reservoir and the Catskill/Delaware Ultraviolet Light Disinfection (CDUV) Facility. The UV Facility is located on New York City owned property (Eastview Site) within the Town of Mount Pleasant, New York. The KEC tunnel would provide an additional means of conveying water between the Kensico Reservoir and the CDUV Facility. Completion of this project would enhance operational resiliency and redundancy for the water supply system.

Notice of Acceptance of Draft EIS and Public Hearing

Ulster County - The Town of New Paltz Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Homeland Towers, LLC. A public hearing on the Draft EIS will be held on April 5, 2021 at 7:00 p.m. at the New Paltz Town Hall and via videoconferencing, instructions on how to join are available at: https://www.townofnewpaltz.org/. Written comments on the Draft EIS will be accepted until April 15, 2021. The action involves a proposal by the applicant, Homeland Towers, LLC, to construct a major wireless telecommunications commercial cellular tower structure, consisting of a 150 foot monopole, a fenced in equipment compound, and a 12 foot wide, 900 foot long gravel access road with a turnaround area. The application requires a use variance, special permit, site plan approval, and a Town Wetland and Watercourse Protection Permit, on a property having frontage along Jansen Road within the Town of New Paltz. The property contains 44.7 ± acres, and is located within the Town's R-1 Residence zoning district. The project is located at 60 Jansen Road in the Town of New Paltz, New York.
