Notice of Public Outreach Annual Greenhouse Gas Emissions Report

The Climate Leadership and Community Protection Act directs New York State Department of Environmental Conservation (NYS DEC) to issue an annual report on statewide greenhouse gas emissions, pursuant to Section 75-0105 of the Environmental Conservation Law (ECL). NYS DEC is preparing the first annual report to be issued in 2021 and is seeking public input on the format of the report, the organization of information to be included in the report, as well as the methodology and analysis used to determine annual statewide greenhouse gas emission levels.

NYS DEC will also be holding three virtual public hearings. Negative Declaration

Statewide - The New York State Office of Renewable Energy Siting (NYS ORES), as lead agency, has determined that the proposed Promulgation of Regulations to Implement Executive Law Section 94-c (19 NYCRR Part 900) will not have a significant adverse environmental impact. The action involves the promulgation of regulations to fulfill the statutory responsibility of NYS ORES, as set forth in Section 4 of the Accelerated Renewable Energy and Community Benefit Act (Chapter 58 Part JJJ of the Laws of 2020) and Executive Law Section 94-c, to achieve New York State's goal of reaching certain net zero greenhouse gas emissions targets in the Climate Leadership and Community Protection Act. The regulations include comprehensive new siting procedures and uniform standards and conditions for NYS ORES's review and processing of siting permit applications for "major renewable energy facilities," as that term is defined in Executive Law §94-c(2)(h). Notice of an initial Negative Declaration was published on September 16, 2020. Following an extensive public hearing and comment process, NYS ORES updated its Short Environmental Assessment Form, Coastal Assessment Form and Negative Declaration, which are on file. The project is located throughout New York State.
