Project Description:

The applicant proposes renewal and modification of the existing discharge through Outfalls 001 and 002 of 8,000 gallons per day each of treated sanitary waste to the Hudson River from treatment systems consisting of primary settling, aerated flow equalization, BioClere unit, and chlorination at the facilities located on Cove Road in the Town of Rhinebeck.

The modification is for reduction in the percent removal rates for BOD5 and Total Suspended Solids based on the use of the BioClere unit, trickling filters, in accordance with 40 CFR Section 133.105. Based on the review of Discharge Monitoring Reports (DMRs), the requirement for Inflow & Infiltration Management Program has been removed from the permit

The applicant proposes disturbance to DEC-regulated Freshwater Wetland MB-29 (Class II) and its 100-foot adjacent area associated with the construction of a driveway for a new single-family residence. The proposed driveway would disturb 2,039 square feet of the wetland, which includes replacement of an existing culvert, and 12,500 square feet (0.29 acres) of the 100-foot adjacent area. The proposal includes planting and grading of a 4,095 square-foot area to mitigate impacts to the wetland. The single family residence and septic system are located outside of the wetland and wetland adjacent area.

Cultural resource lists and maps have been checked. No further review in accordance with SHPA is required.
