The applicant proposes to modify a permit for an existing discharge of non-contact cooling water at the applicant's facility located at 39 McCadam Ln, Chateaugay, Franklin Co. The applicant proposes to move the sample collection point and add a compliance schedule to allow for development of a plan to comply with the following changes: an effluent temperature limit of70°F to protect Boardman Brook, a C(T) stream, and a TRC limit of 0.03 mg/l. The Annual Monitoring Report will be submitted electronically.

Project Description:

The Department has prepared a draft permit and made a tentative determination to approve a renewal of the Title V permit for Hollingsworth & Vose (H&V) Easton Mill. H&V is not seeking any modifications in operations or increases in emissions. This renewal includes submission and approval of a toxic ambient impact (TIA) model demonstrating acceptable short and long-term ambient concentrations associated with formaldehyde emissions (a high toxicity air contaminant, HTAC) and compliance with 6 NYCRR Part 212. Through H&V's coating reformulation efforts and add-on control, formaldehyde emissions have been significantly reduced. To assure continuous compliance with 6 NYCRR Part 212 and limit the facility's potential to emit, obsolete formaldehyde emission limits have been replaced by more restrictive formaldehyde application rate limits.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below.
