Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a permit renewal, Renewal 3 Air Title V, to Consolidated Edison company of New York Inc. for the Ravenswood Steam Plant facility located at 38-54 Vernon Boulevard, Long Island City, NY 11101. The facility is an existing steam plant providing steam for commercial, institutional and residential use. The facility currently operates: four (4) steam 424 MMBtu/hr each Babcock & Wilcox boilers ducted through two stacks and two (2) emergency generators. All boilers are permitted to fire on natural gas, distillate fuel oil, residual fuel oil, biofuel and renewable liquid fuel.

This Renewal 3 includes the facility's use of three additional fuel types - distillate fuel oil, renewable liquid fuel and biofuel. In Renewal 3, the Facility will continue to implement the existing NOx RACT variance and compliance plan made pursuant to 6 NYCRR 227-2.5(c) on all permitted combustion sources to minimize the facility's overall potential to emit NOx. The Facility will continue to maintain a case by case NOx RACT limit of 0.25 lbs./mmBtu of NOx emissions for each very large boiler. Renewal 3 will also continue an existing cap on total Hazardous Air Pollutants (HAPS) of 49,999 lbs./yr. potential to emit without modification although actual Total HAPs emissions are less than 19,999 lbs./yr.. No new emission sources and no emission increases are proposed in this Renewal 3.

The facility continues to be subject to federal National Emission Standards for Hazardous Air Pollutants (NESHAP) for Industrial, Commercial and Institutional Boiler Area Sources pursuant to 40 CFR 63 Subpart JJJJJJ. Also, in Renewal 3, the facility continues to be subject to federal regulations 40 CFR Part 68 and 40 CFR 82 Subpart F. The Facility is subject to the general provisions, notifications, recordkeeping, performance tests, compliance and monitoring requirements of all the regulations listed in this permit.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Article 15 Title 15 Long Island Well Temporary Dewatering

Project Description:

The Department has made a tentative determination to approve this application for a new permit to install and operate a temporary construction dewatering system with a proposed maximum withdrawal of 4,320,000 gallons per day to facilitate the relocation of utilities, including a sewer interceptor, and construction of a new warehouse building near the northern boundary of John F. Kennedy (JFK) International Airport, in Jamaica, Queens. Pumped groundwater is to be treated and discharged in accordance with existing SPDES permit (NY0008109) and will be directed to JFK's existing stormwater conveyance system and, ultimately, discharged to Bergen Basin via an existing NYCDEP outfall.

SEQR Lead Agency: U S Federal Aviation Administration

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The activity is being reviewed in accordance with federal historic preservation laws (Section 106 of NHPA) and the project area of potential impact is substantially the same.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
