Negative Declaration

Broome County - The Village of Endicott Board of Trustees, as lead agency, has determined that the proposed Local Law Prohibiting Recycling Facilities in Industrial Zones will not have a significant adverse environmental impact. The action involves the adoption of a Local Law Prohibiting Recycling Facilities in Industrial Zones. This Local Law repeals Local Law No. 18 of 2020, which made Recycling Facilities a Permitted Use in Industrial Zones, and it amends the definition of "manufacturing" relative to recycling. The project is located in the industrial zones of the Village of Endicott, New York.

Cayuga County - The Village of Union Springs Planning Board, as lead agency, has determined that the proposed Spring Street Road II Solar Project will not have a significant adverse environmental impact. The action involves a 36 ± acre solar farm (5.0 ± MWac). The project will involve the installation of ground mounted photovoltaic panels as well as the associated access road, electric utility upgrades, and perimeter fencing for the solar farm. The community solar farm will benefit homeowners, small businesses and other users in the Town and surrounding utility service area. The project is located at 40 Spring Street Road in the Village of Union Springs, New York.

Madison County - The Town of Sullivan Town Board, as lead agency, has determined that the proposed Local Law No. C-2020 (Enacted as Local Law No. 2-2021) - A Local Law Creating The Wild Drive Thru Safari Planned Development District will not have a significant adverse environmental impact. The action involves the adoption of a Local Law, which if enacted, would approve the application and Preliminary Development Plan submitted by Jeffrey S. Taylor II, as owner of the proposed "The Wild Drive Thru Safari", and occupying lands containing approximately 40.03 + acres, and establish "The Wild Drive Through Safari Planned Development District" on said lands, subject to the provisions of Section 275-12 of the Code of the Town of Sullivan. The project is located at 7591 Lakeport Road in Chittenango, Town of Sullivan, New York.

Onondaga County - The Town of DeWitt Town Board, as lead agency, has determined that the proposed Water System Improvements Project will not have a significant adverse environmental impact. The action involves a multi-year capital improvement project to replace or repair deteriorated portions of the Town of Dewitt water system and to add logistics that will improve the monitoring capacities of the water system, allow greater flexibility in sustaining a public water system, meet current and anticipated regulatory upgrades such as the newly proposed lead and copper rules and to provide operational assistance and flexibility. The proposed project does not include any new service areas or any new individual water services. The proposed project would include a dedicated SCADA system, upgrades to water tanks, pump station upgrades and upgrades to the general distribution system. The project is located in the Town of DeWitt, New York.

Notice of Acceptance of Draft EIS and Public Comment Period

Onondaga County - The Town of Manlius Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Woodland Hills-Hoag Lane Subdivision. Written comments on the Draft EIS will be accepted until March 5, 2021. The Draft EIS is available from the contact person listed below and on line at: www.townofmanlius.org.

The action involves the subdivision of a 30.04 acre site which will be developed into 20 lots in a cluster subdivision in accordance with the Section 278 subdivision regulation. The project is located at 5280 Hoag Lane in Fayetteville, Town of Manlius, New York.
