Negative Declaration

Nassau County - The Town of Oyster Bay Planning Advisory Board (PAB), as lead agency, has determined that the proposed Syosset Park Warehouse will not have a significant adverse environmental impact. The action involves the development of the former Cerro Wire and Cable Company (Cerro Wire) site, a 39 ± acre vacant property located at 305 Robbins Lane, at the intersection of the Long Island Expressway North Service Road (Miller Place) and Robbins Lane in the Town of Oyster Bay, hamlet of Syosset, New York. The proposed 204,169 ± square foot, one-story warehouse/delivery station building (consisting of 14,154 square foot of office space and 190,015 square foot of warehouse space) has been designed in accordance with the bulk and dimensional requirements of the Light industry (LI) zoning district, in which it is located. The subject property will also be improved with parking areas, on-site utilities including public water and sewer, on-site stormwater management facilities (including subsurface infiltration systems and drainage reserve areas), and site landscaping. Of the 1,603 total parking spaces proposed, 696 will be for delivery vans, while the remaining 907 will be dedicated for use by employees (warehouse/van drivers) and visitors, and 16 loading bays will be provided. The applicant is a Volunteer in the New York State Department of Environmental Conservation (NYS DEC) Brownfield Cleanup Program (BCP); based on the findings of the investigation, NYS DEC, in consultation with the New York State Department of Health (NYS DOH), has determined that the site does not pose a significant threat to public health or the environment.

Positive Declaration

Nassau County - The Village of North Hills Board of Trustees, as lead agency, has determined that the proposed Application of the Buckley Country Day School Special Use Permit, Site Plan Approval, Variances, and Architectural Review Board Approval may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a proposal by the Applicant to request a special permit and site plan approval to maintain the
following existing site improvements:

  • A parking lot conversion to a basketball court; and
  • A parking lot conversion to a garden courtyard.

In addition to the above requests by the Applicant, the following proposed improvements to the campus also require a combination of special use permits, site plan approval, variances, and Architectural Review Board approval:

  • On-site parking expansion improvements including the replacement and expansion of the existing parking area with a new 200-space visitors parking area, including drainage, lighting, and driveways, and the reconfiguration of existing parking areas and driveways;
  • Construction of a new equipment storage building in the southwest portion of the campus for maintenance equipment and a garbage dumpster;
  • Construction of a new accessory garage adjacent to the proposed equipment storage building for maintenance vehicles;
  • Construction of a two-story addition to the existing main building currently occupied by a courtyard in the middle of the building, to be utilized for three (3) new classrooms on the cellar level dedicated to music classes, an addition to the existing dining room on the first floor, and three (3) new classrooms on the second floor dedicated to language classes;
  • Construction of new perimeter fencing for security; and
  • Construction of a two-story addition to the existing headmaster's house, with the first floor containing a two-car garage, storage room, laundry room and mud room, and the second floor containing a new master bedroom, bath and reading room.

The project is located 21 IU Willets Road in North Hills, New York.

Positive Declaration, Availability of Draft Scope and Public Scoping Session

Nassau County - The Town of North Hempstead Town Board, as lead agency, has determined that the proposed West Shore Residences may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The Draft Scope is available from the Town of North Hempstead Planning Department, Phone: (516) 869-6311 and on line at: https://www.northhempsteadny.gov/content/16253/16261/16271/default.aspx. A public scoping session on the Draft Scope will be held virtually on March 23, 2021 at 6:00 p.m. via a Zoom Video Webinar - a link will be available at: northhempsteadny.gov/townboardlive 30 minutes prior to the start of the meeting.

The action involves the construction of a 212,000 square foot, seven-level, 176-unit multiple-family residence, a pier and 29 slip public marina, and associated indoor and surface parking for 300 vehicles on a 7.17 acre property. Approximately three-quarters of the subject property is underwater land. A new sanitary sewer connection and pump station will be required. The Proposed Action includes a change of zone from the 'Residence-AAA' to the 'Multiple Residence' zoning district and a number of height and density variances. Access to the subject property would be provided via a new curb cut on West Shore Road. The Proposed Action will involve related site improvements, including stormwater infrastructure, lighting, landscaping and erosion control. The project is located at 145 West Shore Road in Port Washington, Town of North Hempstead, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Suffolk County - The Suffolk Off Track Betting Corporation, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Suffolk Off Track Betting (OTB), Medford. The action involves the construction and operation of an Indoor Amusement Establishment with pari-mutuel off track betting and video lottery terminals (VLTs). The 160,516 square foot building with 31,816 square foot mezzanine (192,332 square foot gross floor area total) will contain: 123,790 square foot of gaming area; 25,210 square foot of amenity space; 25,000 square foot of office space; and 18,332 square foot of miscellaneous space including cashier, vault, sally port, loading area, and mechanical space. An on-site Sewage Treatment Plant will serve the site. Three levels of subsurface parking containing 1,384 spaces will be provided beneath the building and an additional 963 outdoor/surface spaces will be provided around the building for a total of 2,347 spaces. Access to the site is proposed from the Long Island Expressway's (LIE) south service road (Expressway Drive South). An emergency access (only) will be provided from Long Island Avenue. The property is 30.08 acres, including 22.96 acres that are zoned Commercial Recreation that will be developed and 7.124 acres that are zoned Residential A-1 which will not be developed as part of this project. The 22.96 acre project site was previously cleared and paved and contained a twelve-screen multiplex movie theater which has since been removed. The project is located at 440 Expressway Drive South in Medford, New York.
