Negative Declaration

Wayne County - Wayne County, as lead agency, has determined that the proposed Crescent Beach Resiliency and Economic Development Initiative (REDI) Project will not have a significant adverse environmental impact. Crescent Beach is a 1.5 mile long barrier bar located on the southern shore of Lake Ontario in Wayne County, New York that protects Sodus Bay from wind, wave, and ice forces that originate in the Lake. Over the past several years, record high water levels and increased wave action in Lake Ontario have caused significant flooding, overwash, and erosion along Crescent Beach, resulting in the damage and loss of property and vegetation, displacement of material from Crescent Beach into Sodus Bay, and the formation of a breach in the barrier bar. Several private property owners have installed armor stone or bulkhead walls along their shorelines in an effort to protect further loss of property. However, these solutions are inconsistent, which ultimately limits the capability of these features to protect the shoreline. Wayne County received funding under the New York State Lake Ontario REDI for a shoreline stabilization project along Crescent Beach. The proposed project involves the construction of offshore barrier rock reefs (BRRs) consisting of mounded rock. The BRRs will be placed offshore within Lake Ontario to break incoming waves. The BRRs will be used in combination with other living shorelines practices such as rock piles, anchored fallen trees, and root wads to reduce the wave energy and allow the establishment of a beach or vegetated shoreline. Areas along the landward side of the BRRs may also be choked with gravel and cobbles to provide a diverse substrate. In addition, stone armor is proposed to be placed along the barrier bar breach at Charles Point. The project area consists of the entire length of Crescent Beach and the adjacent portion of Lake Ontario, extending approximately 100 to 350 feet north of Crescent Beach depending on the proposed BRR alignment. The project is located on the Lake Ontario shoreline along Crescent Beach in the Towns of Huron and Sodus, New York.
