Project Description:

The applicant, Hepco Quarries Inc., proposes to expand an existing 28.61 acre bluestone mine to 77 acres, within a 166.50 acre parcel of land owned by Hepco Quarries Inc. The proposed mine expansion will be located around the existing facility, West of Honey Hollow Rd and East of Philips Road, in the Town of Windsor, Broome County. The mine is intended to operate as a traditional bluestone quarry, with no changes to daily operation, with approximately 5,000 tons of material being removed per year. Final reclamation will allow the site to revert back to a forested area.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Project Description:

The applicant proposes a new water withdrawal to irrigate an existing motocross track in the Town of Granby. The applicant's engineering report states water will be withdrawn from a manmade pond which collects surface water runoff. A well has been drilled which will be used to recharge the pond when necessary. Water will be applied as needed to the track through a series of 150 sprinkler heads which each run at 3 gallons per minute. The report states the sprinklers run for approximately 20 minutes once to twice a day as needed. The current average daily water usage of the site is approximately 9,000 GPD with a max of 18,000 GPD.

Project Description:

The project proposes the removal and replacement of an existing shoreline with a treated lumber wall secured with deadman anchors in the footprint of the existing wall. The new raised wall section spans approx. 95' long and 1' higher than the existing wall. Excavation will occur behind the wall to install deadman anchors and will be backfilled with clean material. Clean fill and top soil will also be placed in an 80' x 84' area behind the new wall section.
