Negative Declaration

Broome County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Hepler Quarry will not have a significant adverse environmental impact. The action involves a proposal by the applicant, Hepco Quarries Inc., to expand an existing 28.61 acre bluestone mine to 77 acres, within a 166.50 acre parcel of land owned by Hepco Quarries Inc. The proposed mine expansion will be located around the existing facility, west of Honey Hollow Road and east of Philips Road. The mine is intended to operate as a traditional bluestone quarry, with no changes to daily operation, with approximately 5,000 tons of material being removed per year. Final reclamation will allow the site to revert back to a forested area. The project is located at 345 Honey Hollow Road in the Town of Windsor, New York.
