Project Description:

The applicant proposes to modify an existing 19.9 are life-of-mine bluestone mined land reclamation permit to lower the mine floor elevation to 1,750 amsl in a 1.7 acre portion of a 2.9 acre drop cut and then backfill up to 1,800 amsl at final reclamation. The withdrawal of a supply of water up to 761,250 gallons per day for the operation of the quarry for on-site mining and dust control is also proposed. Existing authorized processing at the site includes crushing and screening, mechanical cutting and blasting. There are no changes proposed to the level of activity or mining methods for the proposed modification. The project is located on Roods Creek Road approximately 0.7 miles south of State Route 10, in the Towns of Tompkins and Deposit, Delaware County.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Feb 12, 2021.

Project Description:

The project involves improvements to the town of Greenville Water District and consists of the following:

  • The expansion of the Town of Greenville Water District 1 and a consolidation of the approved sources of supply for the Water District. This includes the withdrawal of up to 187,200 gallons per day from the sources listed in the Source Approval Table in Permit Condition No. 1. No other sources of supply shall be used without the approval of this Department. This permit supersedes all previous Water Supply Approvals for Town of Greenville Water District 1 (WWA Nos. 1535, 3489, 4987, 7119, 8471, and 11075);
  • Construction of a new water tank and associated infrastructure which will include; an access road to the water tower from Meadow Brook Lane, new water main to the tower, two well houses, and new water main in the expansion area of Water District 1;
  • Impacts to New York State Freshwater Wetland GR-103, a Class 2 Wetland which include; 0.217 acres of permanent impacts and 0.01 acres of temporary impacts; and
  • Wetland mitigation, which consists of the preservation of 5.90 acres of forested New York State Freshwater Wetland proper and 4.24 acres of New York State Freshwater Wetland 100 foot Adjacent Area; both via deed restriction.

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.
