Negative Declaration

Herkimer County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Stone Road Stone Products will not have a significant adverse environmental impact. The action involves a proposal by the applicant for a 1.0 acre expansion to operations of an existing sand mine to allow for the production and storage of topsoil. The proposed Life of Mine (LOM) area would include 5.98 acres of a 44.0 acre parcel owned by Daniel J. Brown and Jayne Davis-Brown. The total area controlled by the applicant at this location is 44.0 acres. The project site is located on Stone Road, near North Street in the Town of Winfield, New York. The mine will operate using conventional sand mining practices, removing material with a loader and processing on site. Mining will not occur below the local water table. Final reclamation of the 5.98 acres will restore the site to suitable pasture. Mine areas will be graded and stockpiled topsoil will be spread around the edges, and seeded with a perennial grasses and legume seed mixture.
