Project Description:

The applicant is proposing impacts to a federally regulated freshwater wetland and two federally regulated tributaries of the Suquehanna River, both NYS Class C waterbodies, associated with the construction of a non-motorized, shared-use path located south of NYS Route 434 in the Town of Vestal and City of Binghamton. The proposal includes the installation of a 12-foot-wide multi-use asphalt path and pathway shoulders. The proposed impacts to federally regulated natural resources include the following: 5,092 square feet of permanent fill placed within the freshwater wetland; 68 linear feet of permanent impacts to one tributary for the construction of a new culvert to carry the path over the stream; and 31 linear feet of permanent impacts to the second tributary for the extension of an existing culvert. An Individual Section 401 Water Quality Certification pursuant to the Clean Water Act is required for this proposal.

Project Description:

The proposed project will stabilize approximately 2,500 feet of stream bed and bank located at 6960 Scott Gulf Road and mitigate against future flooding by installing a larger culvert, rock sills to allow for grade control, and stacked retaining walls to stabilize the road. The total amount of material to be removed and disposed of at an upland location is 200 cubic yards.

Project Description:

The proposed project includes the replacement of a culvert on the southbound lane of Interstate-81 over a tributary of Sage Creek, a Class C stream, by means of sliplining. A structurally deficient round, concrete culvert will be replaced with a round, High Density Polyethylene Extruded (HDPE) pipe. The stream carries water between two portions of NYS Freshwater Wetland DU-2 (Class 2). The existing culvert is 90' in length and 5' in diameter, and the proposed culvert will be 109' long, including the 18" cutoff walls at the inlet and outlet, and 4' in diameter. The activity will span a total of 127' of stream bank.
