Project Description:

The Village of Pawling proposes a withdrawal of up to 200 GPM from two shallow sand and gravel wells (PW-1 and PW-2) on the Umscheid Property, located at 81 Lakeside Drive, Pawling, for public potable water supplying the Village of Pawling. This site is located within NYS freshwater wetland DP-22, and within occupied NYS endangered Bog turtle habitat. Potable water is proposed for treatment at Baxter Green Treatment Building located south of the well site.

Disturbance to NYS Freshwater Wetland DP-22 and the regulated 100 ft adjacent area is proposed associated with the installation of associated infrastructure, as well as alterations to wetland hydrology. Approximately 5,900 SF of disturbance within the100 ft adjacent area is proposed for an access road and well, and 8,300 SF of disturbance is associated with the installation trenching of water and electrical lines. Approximately 150 LF of horizontal directional drilling is proposed through NYS freshwater wetland DP-22, in order to connect to the existing Baxter Green Treatment Building.

The applicant proposes hydrological alterations to a portion of freshwater wetland DP-22, and a portion of the Swamp River, which is in proximity to occupied Bog turtle habitat, a listed endangered species.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Pawling Village Board

State Historic Preservation Act (SHPA) Determination:

Evaluation using a Structural-Archaeological Assessment Form or other information has concluded that the proposed activity will not impact registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jan 21, 2021.
