Notice of Availability of Final Scope

Albany County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has made the Final Scope for the proposed P&M Offshore Wind Infrastructure (POWI) Project available. A Draft Scoping Document was originally made available for public comment on September 2, 2020. Subsequently, a revised Draft Scoping Document was made available for public comment on November 25, 2020, to incorporate steel tower manufacturing as part of the proposed action. The proposed action involves site and infrastructure improvements (upland and waterway) at the existing Port of Coeymans facility (located at Hudson River Mile 134) to service the offshore wind (OSW) industry supply chain, including fabrication of foundation units, steel processing for tower manufacturing, as well as other OSW components. Tower manufacturing includes welding, abrasive blasting, zinc thermal spray coating, painting, and assembly of OSW towers. Site improvements include a new wharf, breasting dolphins, dredging, construction of a concrete batch plant, staging areas and roads. The project is located at 2170 River Road in Coeymans, New York.
