Project Description:

The applicant proposes to reissue a permit at an existing facility which has a discharge of treated wastewater through an oil water separator to surface water. No changes are being made at the facility, however the permit is being modified to bring it up to current standards. These changes include: The receiving water will be changed to nearest surface water classification, with numeric limits which are protective of groundwater, some parameters will be more restrictive, and Annual Monitoring Report must now be submitted electronically.

Requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person below by the comment deadline. The Department assesses such requests pursuant to 6 NYCRR Section 621.8.

Project Description:

The applicant proposes to perform maintenance and in-kind repairs to an existing earthen dam with a concrete spillway and gate structure with a 36" diameter CMP culvert low flow drain. Proposal includes correcting the following deficiencies: 1. CMP culvert: Remove and replace the partially collapsed 36" diameter CMP culvert with a 30" diameter HDPE. Remove and replace areas of the spillway slab. New anti-seep collars will be installed, and backfill/grout void spaces. 2. Spillway Slab Settlement: Remove and replace settled portions of the existing spillway apron. Backfill scoured void spaces with imported subgrade materials. 3. Abutment Deterioration: Chip, remove and mortar surficial cracking of all abutment wingwalls. Replace top 18' of the south face of the north side abutment. Stone lined trench with underdrain piping along the landside of all abutment/wingwall areas for improved drainage/erosion mitigation. A temporary cofferdam structure will be installed to allow work in the dry. This low hazard dam is located at the outlet to Twin Ponds in the Town of Malone, DAM ID #166-4445.

Project Description:

Applicant proposes aquatic herbicide treatment of Curly-Leaf Pondweed, Eurasian Watermilfoil and Water Chestnut within portions of Saratoga Lake over a 5-year permit term. Applications will occur within portions of DEC regulated wetlands ME-8, Q-11 and Q-21 and the regulated adjacent areas using ProcellaCOR, Aquathol K, Navigate, Clearcast and Renovate OTF. Specific treatment areas and products will be evaluated on an annual basis by DEC Ecosystem Health staff for compliance with permit conditions and must be in accordance with DEC issued Aquatic Pesticide Permits. Following herbicide treatment, hydro raking is proposed to remove remaining plant biomass. The applicant has also applied to the DEC Division of Materials Management for a Protection of Waters permit to allow treatment of these and additional portions of Saratoga Lake with DEC-registered aquatic herbicides. Treatment sites are located within the Towns of Malta, Saratoga, Stillwater and the City of Saratoga Springs.
