Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit NY0026484, pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

This is a publicly owned treatment works that receives flow from domestic users. Wastewater consists of treated sanitary wastewater. The treatment plant provides secondary treatment for a design flow of 0.30 MGD. Treatment consists of comminutor, bar screen influent box, and, aeration tank. Sludge is digested aerobically and dried in drying beds. The facility has a treated surface discharge to the Sacandaga River, a class C(T) water. The following changes to the permit are proposed: Page 1 has been updated; The receiving water number has been corrected; BOD5 effluent limits have been changed to CBOD5; The 7-day average loading limits for TSS was corrected; UOD effluent limits have been added; A dissolved oxygen daily minimum effluent limit has been added; Ammonia (as N) effluent limits have been added; Total Copper daily maximum limits have been added; Total Kjekdahl Nitrogen (TKN, as N) and Total Phosphorus (as P) monitoring has been added; Seasonal disinfection of the effluent has been added; Footnotes have been updated. Added low-level mercury minimization program; Discharge Notification Act Requirements have been added; A Schedule of Compliance has been added for the disinfection requirements; The monitoring locations page has been updated and a facility layout diagram added; and, the recording, reporting and monitoring requirements page has been updated, including requirements for electronic reporting. As a result of the EBPS full technical review, a new five-year term is proposed. The permit includes updated forms and the latest general conditions. Details of changes are specified in the draft permit and fact sheet which may be viewed and printed from the Department web site at: http://www.dec.ny.gov/permits/6054.html.

Requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person below by the comment deadline. The Department assesses such requests pursuant to 6 NYCRR Section 621.8.

Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a renewal and Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit NY0202029, pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS), and the Drinking Water Source Protection Program for the Mohawk Watershed.

The is a private/commercial facility that receives flow from domestic users. Wastewater treatment consists of septic tanks, buried sand bed filter and oxidizing lagoon. The sewage collection system consists of separate sewers. The treatment plant provides treatment for a design flow of 4,250 gallons per day. The facility has a treated surface discharge via Outfall 001 to an unnamed tributary of Alphaus Kill Creek, a class C(T) water. The following changes to the permit are proposed: The ammonia effluent limit has been reduced; and, a schedule of compliance has been added for the treatment of Total Suspended Solids and Dissolved Oxygen.

As a result of the EBPS full technical review, a new five-year term is proposed. The permit includes updated forms and the latest general conditions.
