Project Description:

Project Description:

A State Pollutant Discharge Elimination System (SPDES) permit modification is proposed for the existing Sleepy Hollow Lake Wastewater Treatment Plant in Athens (V), Greene County. The facility is currently permitted to discharge a monthly average of 0.6 million gallons per day (MGD) of treated sanitary sewage through Outfall 001 to the lower Hudson River, a Class A waterbody.

Repairs and upgrades to the existing system are currently proposed, after which the facility will be able to treat a monthly average of 0.115 MGD of sanitary sewage. The facility is also permitted to discharge a monthly average of 0.03 MGD of treated drinking water filter backwash water through a separate outfall (002) to the Hudson River.

The repairs and upgrades to the facility include the following:

  • A new mechanical screen will be installed at the head of the facility to remove rags. A new headworks building will be
    constructed to protect the screen and reduce odors from the influent.
  • The two existing Can-Tex activated sludge treatment units will be rehabilitated to restore their full treatment capacity. The rehabilitation will include the replacement of the existing air blowers with new ones.
  • Existing sludge drying beds will be cleaned out and removed. A new screw press will be installed in a new solids-handling building to dry solids. A new sludge pump, polymer feed system, and piping will be installed along with the new solids handling equipment.

Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit NY0020141, pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS), and the Drinking Water Source Protection Program for the Mohawk Watershed.

This is a publicly owned treatment works that receives flow from domestic and industrial users. Wastewater consists of sanitary waste, septage from local haulers and process water. The treatment plant provides primary treatment with a design flow limit of 1.5 MGD. Treatment includes screening and grit removal, primary settling, trickling filters, RBCs, secondary settling, tertiary filtration, and chlorine disinfection prior to discharge to the Mohawk River, a class A water. Sludge is hauled and disposed at Schenectady Water Resource Recovery Facility. The following changes to the permit are proposed: A mercury limit, a High Priority Mercury Minimization program, and a Nutrient Monitoring Table to inform the Mohawk River TMDL have been added; The limit for Bis(2-ethyhexyl)phthalate, toluene, and copper have been removed; Action levels for arsenic and iron have been removed; Ammonia monitoring has been removed and added to the Nutrient Monitoring Table; Total Phenolics Action level has been removed; Wet Testing monitoring, the process flow diagram, and the water quality index number have been updated; Outfall 001 latitude and longitude have been corrected.

As a result of the EBPS full technical review, a new five-year term is proposed. The permit includes updated forms and the latest general conditions.
