Tree Removal for Construction of a Parking Area near Polliwog Pond

The action involves cutting and removal of 22 trees 3 inches or larger in diameter at breast height (DBH) and 19 trees less than 3 inches DBH for the construction of a parking area authorized in the Saranac Lakes Wild Forest Unit Management Plan. The eight-car parking area will be located off Floodwood Road near Polliwog Pond in the Saranac Lakes Wild Forest, Town of Santa Clara, New York. Tree cutting will be in accordance with the July 3, 2019, New York State Supreme Court Appellate Division decision on tree cutting in the forest preserve.

Tree Removal for Construction of the Hoyt-Peroni Interpretive Trail

The action involves cutting and removal of two trees 3 inches or larger in diameter at breast height (DBH) and an estimated 118 trees less than 3 inches DBH to construct an interpretive trail authorized in the Saranac Lakes Wild Forest Unit Management Plan. This 0.75 mile long trail will be located off New York Route 30 near Lake Clear in the Saranac Lakes Wild Forest, Town of Harrietstown, New York. Tree cutting will be in accordance with the July 3, 2019, New York State Supreme Court Appellate Division decision on tree cutting in the forest preserve.

Project Title: New York State Olympic Regional Development Authority (NYS ORDA)

Location: Main Street and Cummings Road in the Town of North Elba, New York.

Project Description: The project involves the modernization of the Olympic Center, including the following new land use and development:

  1. Construction of a new multi-level parking garage to the southwest of the USA arena with 256 parking spaces. Maintenance activity will be moved to the parking garage.
  2. Construction of a two-story addition to the southwest corner of the USA arena for storage, shipping and receiving, team rooms, multi-purpose rooms, concessions, and an elevator.
  3. Reorganization and re-purposing of the main entry and the Link Building by eliminating the existing covered drop off, realignment of the Main Street entrance, external plaza development, construction of a new terrace facing Main Street, and minor changes to the roof of the Link Building as a result of a slightly taller elevator shaft and changes to mechanical equipment on the roof.
  4. Changes at the Oval portion of the site involve construction of a tunnel under Cummings Road to connect the Olympic Center building to the Oval area, replacement of the existing operations building at the Oval, construction of two new warming huts in the area of the replacement building, and building a pedestrian bridge over the Oval to connect with the infield.
  5. Site improvements to develop a small plaza in front of the 1932 arena and to provide a pedestrian connection between the 1932 arena and the new main entrance.

Notice of Acceptance of Final GEIS

Clinton County - The City of Plattsburgh Common Council, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed Downtown Area Improvement Projects. The Final Generic EIS is available from the City of Plattsburgh City Clerk's Office, Plattsburgh City Hall, 41 City Hall Place, Plattsburgh, NY 12901 and on line at: https://www.cityofplattsburgh-ny.gov/604/DRI-Environmental-Impact-GEIS.

The action involves the following items:

  1. Durkee Lot Mixed-Use Development (multi-story mixed-use development replacing existing Durkee Street Municipal Parking Lot and rehabilitation of the existing Plattsburgh Farmers' and Crafters' Market building for use as commercial space and publicly-accessible civic space);
  2. Saranac Riverwalk (construction of Riverwalk along Saranac River to replace existing walkway);
  3. Durkee Street Reconfiguration/Streetscape Improvements (reconfiguration of Durkee Street to one-way traffic with streetscape improvements and additional public parking spaces);
  4. Westelcom Park Improvements (redesign of existing Westelcom Park);
  5. Bridge Street Parking Improvements (streetscape improvements and new on-street parking spaces);
  6. Arnie Pavone Memorial Parking Plaza (municipal public parking lot at former Glens Falls National Bank site);
  7. Broad Street Municipal Parking Lot (minor expansion and restriping of existing lot to accommodate additional parking spaces);
  8. Plattsburgh Farmers' and Crafters' Market (PFCM) Relocation/Expansion (relocation of PFCM to former Building 4 of the Plattsburgh Municipal Lighting District buildings at 26 Green Street within the City's Harborside area.

The project is located throughout the City of Plattsburgh, New York.
