Project Description:

The applicant proposes the discharge of up to 11,980 gallons per day (gpd) of treated sanitary waste to groundwater through existing septic tanks and absorption fields. The facility is a seasonal children's day camp and is located at 71 Landon Avenue in the Town of Catskill, Greene County.

State Pollutant Discharge Elimination System (SPDES) permitted outfalls include: Outfall 001 (6,920 gpd), Outfall 5 (1,540 gpd), and Outfall 7 (1,210 gpd). The following outfalls do not require SPDES permit authorization but are regulated by the New York State Department of Health (DOH): Outfall 2 (440 gpd), Outfall 3 (440 gpd), Outfall 4 (660 gpd), Outfall 6 (440 gpd), and Outfall 8 (330 gpd).

Requests for a legislative (public statement) hearing must be sent in writing to the DEC contact person below by the comment deadline. The Department assesses such requests pursuant to 6 NYCRR Section 621.8.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Catskill Town Planning Board

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.
