Project Description:

The Department has prepared a draft permit and has made a tentative determination to renew the Title V Facility Permit for Ball Metal Beverage Container Corporation. The facility manufactures two-piece aluminum beverage cans. Air emissions are from the cutting and forming of the can bodies, and from coating and decorating the cans. A regenerative thermal oxidizer (RTO) is used at the facility to reduce volatile organic compound (VOC) emissions. The facility's potential to emit volatile organic compounds exceeds the major source threshold of 50 tons per year. Therefore, the facility is subject to the provisions of Title V permitting. The facility is also subject to 40 CFR 60 Subpart WW and 6 NYCRR Part 228, which require the facility to comply with VOC limits in the coatings used.

After the cans are coated, they are cured in ovens, and this generates formaldehyde emissions. The facility will operate the RTO as best available control technology for reducing formaldehyde emissions and to comply with 6 NYCRR Part 212. In addition, an exhaust stack of at least 85 feet will be constructed and used for emissions from the ovens. This stack is for achieving better air emission dispersion and meeting Department concentration limits for formaldehyde, when the RTO is shut down for malfunctions or maintenance.

The facility is proposing to add can body making equipment, which will increase can production and VOC emissions. The increase in VOC emissions is less than the significant project threshold of 40 tons per year, and therefore, 6 NYCRR Subpart 231-6 is not applicable.

The draft permit contains limits on hazardous air pollutant emissions. These limits are less than the emission thresholds specified in 40 CFR 63 Subpart KKKK - National Emission Standards for Hazardous Air Pollutants: Surface Coating of Metal Cans. Therefore, the facility is not subject to this rule.

In accordance with 6 NYCRR Parts 621.7(b)(9) and 201-6.3(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201.

The applicant proposes a modification to their existing SPDES permit in order to perform improvements to the existing Waste Water Treatment Plant. The applicant proposes an existing discharge of 57,000 gallons per day of treated sanitary wastewater (outfall 001), and 26,200 gallons per day of treated process wastewater (outfall 002) to Chodikee Lake, Waters Index Number H-128-P437, Class A from a treatment plant at the applicant's facility located at Highland Residential Center, 629 North Chodikee Lake Road, Town of Highland, Ulster County.

Improvements to the existing on-site wastewater treatment plan (WWTP) at Highland Residential Center include preliminary and secondary treatment system upgrades, retrofit of existing aeration tank to provide influent flow equalization, replacement of gas chlorination system with ultraviolet disinfection system and new packaged effluent metering manhole.

Project Description:

The Department has prepared a draft permit and made a tentative determination to modify the Air State Facility permit for White Plains Hospital Medical Center. The facility operates four dual-fuel (natural gas & No. 2 oil) fired boilers, one No.2 fuel oil fired boiler, six natural gas fired boilers, five emergency generators, and twelve fuel storage tanks.

The permit modification includes the replacement of a 29.29 mmBTU/hr dual-fuel fired boiler (Emission Source S0001) and its respective burner. The replacement burner, which will be identified as Emission Source S002A, has a natural gas firing rating of 24.29 mmBTU/hr. A new 400 KW emergency generator has been installed as well as a few other relatively small emission sources. Some of these sources have been added now or were in place but had not been included in the 2014 permit renewal. The facility-wide emissions of oxides of nitrogen (NOx) will be kept under 24.9 tons per year. Applicable regulations include 6NYCRR parts 200, 201-2, 201-3, 201-5, 201-7, 202, 225, 227 and 40 CFR 60 IIIII, 40 CFR 63 JJJJJJ, 40 CFR 68, 40 CFR 72.
