Project Description:

The proposed facility will recycle lithium ion batteries from electric vehicles, cell phones and other devices. Battery processing will result in air emissions treated with pollution control devices. Emissions of federally regulated pollutants are predicted to be less than 50 percent of major source thresholds. In addition, emissions of high toxicity air contaminants are predicted to be below thresholds that would require an Air State Facility permit, therefore the facility is eligible for an Air Facility Registration, however New York State Department of Environmental Conservation (NYS DEC) is requiring an Air State Facility permit for this facility pursuant to 6 NYCRR Part 201-4.1(b). A 30 day public comment period Notice was issued on October 2, 2019. Based on comments received during this public comment period, NYS DEC is extending the public comment period for an additional 15 days from this notice. Application documents are available for review in the George F. Johnson Memorial Library at 1001 Park Street, Endicott, NY. Comments on this project must be submitted in writing to the contact person listed no later than December 5, 2019 or within 15 days after this publication date, whichever is later.

Negative Declaration

Onondaga County - The Town of Van Buren Town Board, as lead agency, has determined that the proposed Local Law J-2019 to Amend Chapter 200 of the Code of the Town of Van Buren will not have a significant adverse environmental impact. The action involves the proposed adoption of a local law which will result in adding a new Article XV to be titled "Solar Energy Systems" to the Zoning Code of the Town of Van Buren to permit and regulate the construction of solar energy systems in the Town in a manner that preserves the health, safety and welfare of the Town while also facilitating the production of renewable
energy. The project is located throughout the Town of Van Buren, New York.

The project is located throughout the Town of Van Buren, New York.
