Negative Declaration

Nassau County - The Town of Hempstead Department of Conservation and Waterways, as lead agency, has determined that the proposed High Meadow Island and Smith Marsh, Salt Marsh Restoration will not have a significant adverse environmental impact. The action involves a proposal to move clean sand (< 10% fines,<2% TOC) from borrow sites in Scow Creek and other navigational locations to locations on the marsh surface that show marsh grass loss. In particular, these are ponds and pannes that were previously Spartina grass and some ditches not needed for maintaining sufficient tidal water flow. Fill material will
be added to areas of degraded marsh to provide for the regrowth of native marsh vegetation. The project is located on the Islands in Middle Bay in the Town of Hempstead, New York.

Positive Declaration, Availability of Draft Scope and Public Scoping Session

Suffolk County - The Suffolk Regional Off Track Betting Corporation, as lead agency, has determined that the proposed Suffolk Off Track Betting in Medford may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The Draft Scope is available from the Patchogue-Medford Library, 54-60 East Main Street, Patchogue, NY; the Suffolk Regional Off Track Betting Corporation, 425 Oser Avenue, Suite 2, Hauppauge, NY and on line at: http://www.suffolkotb.com/. A public scoping session on the Draft Scope will be held on December 9, 2019 at 6:00 p.m. at the Ramada Plaza by Wyndham Holtsville Hotel, 1730 North Ocean Avenue, Holtsville, NY. Written comments on the Draft Scope will be accepted until December 19, 2019

The action involves the construction and operation of an Indoor Amusement Establishment with pari-mutuel off track betting and Video Lottery Terminals (VLTs). The 160,516 square foot building with 31,816 square foot mezzanine (192,332 square foot Gross Floor Area (GFA) total) will contain: 123,790 square foot of gaming area; 25,210 of amenity space; 25,000 square foot of office space; and 18,332 square foot of miscellaneous space including cashier, vault, sally port, loading area, and mechanical space. An on-site Sewage Treatment Plant will serve the site. Three levels of subsurface parking containing 1,384 spaces will be provided beneath the building and an additional 963 outdoor/surface spaces will be provided around the building for a total of 2,347 spaces. Access to the site is proposed from the Long Island Expressway's (LIE) south service road (Expressway Drive South). An emergency access (only) will be provided from Long Island Avenue. The property is 30.08 acres, including 22.96 acres that are zoned Commercial Recreation that will be developed and 7.124 acres that are zoned Residential A-1 which will not be developed as part of this project. The 22.96 acre project site was previously cleared and paved and contained a multiplex movie theater which has since been removed. The project is located 440 ay Drive South in Medford, New York.
