Project Description:

The New York State Department of Environmental Conservation (DEC) is proposing a renewal and department initiated modification to the State Pollutant Discharge Elimination System (SPDES) Permit NY0156311, pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).
The Buckeye Pipe Line Company - Auburn Station is a pipeline breakout facility that utilizes 17 above ground storage tanks (ASTs). Refined petroleum products are transferred to the station via pipeline, temporarily stored within the ASTs, and then distributed out of the station via pipeline. The facility has three permitted outfalls: 001-Stormwater; 01A-Hydrostatic Tank Test Water; and, 002-Sanitary Septic Outfall (Leach Field). Outfalls 001 and 01A discharge to Putnam Brook, a class C water. Outfall 002 discharges to groundwater.

The following changes to the permit are proposed: The industrial code was changed to 5171; Names and contact information of permittee representatives have been updated; The expanded "monthly average" definition has been added; Monitoring requirements for Outfalls 001 and 01A are consolidated into one page; "Prohibited Discharges" requirement has been merged with the "Special Requirements"; General Requirements page was added; and, permit pages were updated. Project Description:

The applicant proposes to construct the Southeast Extension of the Loop the Lake Trail. The trail connects to the Onondaga Creekwalk and Lake Lounge, traverses approximately 1,972 linear feet to a turnaround point, then returns to a common start/end point. The proposal includes an ADA-compliant, multi-use trail along Onondaga Lake and through NYS Class 1 Freshwater Wetland SYW-12 consisting of: a 10' wide steel pile boardwalk along Onondaga Lake Shoreline, a 10' wide helical pile boardwalk through the wetland, and a 10' wide stone dust trail some of which is through associated wetland adjacent areas. The project is located within subsite Wastebed B/Harbor Brook, a part of Onondaga Lake Superfund Site and is currently undeveloped and vegetated by forested and herbaceous cover. The property is bordered by Onondaga Lake to the west, Onondaga Creek to the south, Ley Creek to the north, and CSXT tracks and DestiNY USA to the east. The applicant has proposed to close the trail from December 1 through March 31st, to avoid impacts to winter roosting habitat for state listed (threatened) Bald Eagles.

The applicant is proposing disturbances to the regulated 100-foot adjacent area of NYS Freshwater Wetland CIC-17, a Class II wetland, in association to the expansion of an existing commercial facility into a previously disturbed area. Applicant is proposing to rehabilitate the Norfolk Southern Railroad Bridge over Pipe Creek, located approximately 750 feet southeast of NY-17C and 500 feet upstream of the Susquehanna River in Tioga Center, Town of Tioga, County of Tioga. Bridge rehabilitation will be limited to steel repairs and backwall replacement, and will include placement of 430 cubic yards of heavy stone fill scour protection, removal of 680 cubic yards of gravel bar, and installation of 156 linear feet of permanent sheet piling along the northwest embankment.
