Notice of Extended Public Comment Period

The New York State Department of Environmental Conservation (NYS DEC) is hereby extending the public review and written comment period for the Air Title V permit modification application (# 5-5205-00013/00058) submitted by Lehigh Northeast Cement Company (Lehigh) for its facility located at 313 Warren Street in Glens Falls, NY. This comment period is being extended to allow comments to be submitted to NYS DEC following the proposed public information meeting to be held by Lehigh on February 27, 2019. Written comments on the proposed modification can continue to be submitted to the NYS DEC before and following the public information meeting. The written comment period, which was set to expire on February 25, 2019, has been extended and will now expire on March 15, 2019.

Project Description: The action involves rehabilitation of Minerva Lake Outlet Dam which will involve activities in and near wetlands and the waters of Minerva Lake. The project will involve grubbing and clearing of vegetation, grading the embankment, armoring the shoreline of Minerva Lake at the dam and installing an underdrain pipe system and fill on the outlet side of the dam. The project will involve approximately 1,320 square feet of permanent wetland impact to rehabilitate the dam.

Project Description: The project involves the physical expansion of an existing marina to increase winter boat storage from 200 to 246 vessels. 146 vessels are proposed for outdoor storage, and request is made for 100 vessels to be stored inside a proposed storage building.


Negative Declaration

Essex County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Frontier Town - Upper Hudson Recreation Hub - Frontier Town Campground, Equestrian and Day Use Area Trail Enhancement and Frontier Town Road Improvement Project will not have a significant adverse environmental impact.

The action involves trail enhancements and trail related structures needed to provide additional trail connectivity within the State Campground and Equestrian Center and to improve the condition of Frontier Town Road to enhance public access. Specific components include a 1,600 foot network of accessible trails around the Summer Day Use Area, including two (2) river viewing locations, a 1,440 foot network of pedestrian trails linking the Tent Camping Area with the Schroon River riparian wetlands and the RV Camping Area. Stone steps for pedestrians are proposed to be installed down the steep slope extending from the Tent Camping Area, and a new timber foot bridge is proposed to be constructed over the nearby intermittent stream. In addition, (2) two viewing locations are proposed to overlook the riparian wetlands. The Frontier Town Road repaving project will involve localized stormwater improvements to divert flow away from private property and into stormwater treatment systems.

This is part of a larger project area consisting of approximately 343.41 total acres of land currently under a combination of municipal and private ownership. Portions of the remaining 252.41 acres are to be developed in partnership with the State to create a recreational and hospitality experience consistent with the Upper Hudson Recreation Hub Master Plan that enhances economic activity.

The project is located off Frontier Town Road, (off NYS Route 9 near I-87 exit 29) in the Town of North Hudson, New York.
