Project Description:

The applicant proposes to construct a car dealership and parking lot in the 100' adjacent area of NYS regulated Wetland MV-13. This project would impact approximately 2.16 acres of the adjacent area with 4, 290 cubic yards of fill. Much of the existing site is cleared and covered in compacted gravel due to previous use. The proposal includes stormwater management practices and controls to reduce stormwater discharge into the wetland.

Project Description:

The New York State Department of Environmental Conservation is proposing a renewal and Department Initiated Modification to the State Pollutant Discharge Elimination System Permit NY0029173, pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy. This modification also includes requirements for the Source Water Protection program for the Mohawk Watershed.

The facility discharges treated sewage through Outfall 001 to the Mohawk River, a class C water. The sewage collection system consists of combined sewers (Outfalls 002 and 004). Current treatment includes screening, grit removal, primary settling, activated sludge, final settling and UV disinfection. Sludge is thickened with chemical addition, rotary screen thickener, and hauled to landfill.

The following changes to the permit are proposed: Administrative changes were made on page 1. Added nutrient monitoring for TMDL research for establishing waste load allocations for point sources in the watershed. Changed report to monitor for flow, ammonia, and TKN. Added short term intensity monitoring requires for specific parameters. Added mercury multiple discharge variance. Updated the link to EPA control policy on the CSO BMP page. Updated the template on the CSO LTCP page. Added Stormwater Pollutant Prevent Plan requirement.

The permit includes updated forms and the latest general conditions. Details of changes are specified in the draft permit and fact sheet which may be viewed and printed from the Department web site at: http://www.dec.ny.gov/permits/6054.html.
