Project Description:

The Department has made a tentative determination to approve this application for a new permit to operate a temporary dewatering system with a proposed maximum withdrawal of 2,506,000 gallons per day to facilitate NYC Capital Project SER200226. The applicant proposes to replace sanitary sewers and water mains; construct stormwater collection sewers; and, construct two new storm sewer outfalls in the Travis area of Staten Island. Pumped groundwater is to be directed to Neck Creek and wetlands via two proposed temporary outfalls, one at Cannon Avenue and the other at the existing Neck Creek culvert under Meredith Avenue. Portions of this project are located within and adjacent to tidal and freshwater wetlands; these work activities are permitted under NYSDEC Permit #2-6403-00270/00001 (TW, FW, WQ, EF).

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYC Dept of Environmental Protection

State Historic Preservation Act (SHPA) Determination:

Based on the information provided in cultural resources survey reports for this project, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. Measures have been undertaken in consultation with OPRHP to avoid or mitigate impacts to registered or eligible resources. These agreed upon measures conclude the SHPA review.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Comments on this project must be submitted in writing to the Contact Person no later than Jan 24, 2019.
