Submittal of Single-Source State Implementation Plan Revisions, September 16, 2008

The following is the content of a letter sent to the Regional Administrator at the USEPA, Alan J. Steinberg. The letter was signed on September 16, 2008 by J. Jared Snyder, Assistant Commissioner, Office of Air Resources, Climate Change and Energy.

The New York State Department of Environmental Conservation (Department) is submitting to EPA a collection of single-source Reasonably Available Control Technology (RACT) determinations. These RACT determinations for nitrogen oxide (NOx) and volatile organic compound (VOC) emissions from 34 facilities within New York State require EPA approval as State Implementation Plan (SIP) revisions. These revisions will decrease ozone-forming emissions to aid in the goal of attaining the 8-hour ozone national ambient air quality standard (NAAQS) as expeditiously as practicable.

The Department published a notice in the Environmental Notice Bulletin on July 30, 2008. It provided a 30-day period for comment, or for the request of a public hearing related to these revisions. During this time, the Department received no comments, nor did it receive any requests for a public hearing.

With this package you will, find the following:

  1. A copy of the Public Notice published in the Environmental Notice Bulletin on July 30, 2008;
  2. A table of detailed information on the sources being included, with information on what constitutes RACT for each source;
  3. The lists of applicable NOx and VOC sources that were included with the September, 2006 RACT SIP, with updated status for each source;
  4. The RACT determination analysis and proof of Department approval for each facility.
