Sealed Bids for the Former Adirondack Steel Site project will be received by the New York State Department of Environmental Conservation, Division of Management and Budget Services, Bureau of Expenditures, 625 Broadway, 10th Floor, Albany, New York, 12233-5027, until the time of 1:00 PM on the date of Wednesday, July 21, 2021. Timely Bids will be publicly opened and read aloud at the above time and date. Executive Order 202.11 allows for the non-public opening of Bids; provided, however, that, where practical, public entities shall record or live stream the Bid opening so that the public has the opportunity to view such Bid openings. The Department reserves such right if conditions require a non-public Bid opening. Electronically transferred Bids will not be accepted.

NYSDEC considers this to be essential construction under Executive Order 202.6. NYSDEC has developed guidance concerning our determination of essential construction activities under Executive Order 202.6 for the Brownfield, Superfund and Spill Response programs. The advertised project involves the implementation of remedial activities selected for the Former Adirondack Steel Site, located 191 Watervliet-Shaker Road in the Town of Colonie, Albany County. These activities include, but are not necessarily limited to, excavation and offsite disposal of sediment and soil contaminated with polychlorinated biphenyls (PCBs) from Operable Units (OU) 2 and 3. Work will include water management during construction, excavation of Gas House Creek and channelized stream adjacent to an active railroad, and restoration of the site/surrounding areas impacted by the remedial action.

The estimated value of this work is between $5,000,000 and $10,000,000.00.

Proposals will be accepted only from Bidders who attend the Pre-Bid Conference. All Proposals must be made on the Bid Form(s) provided in the Contract Documents, and thereafter enclosed in the envelope which will be provided by the Department at the Pre-Bid Conference. Each Proposal must be accompanied by a Deposit or Bid Bond in the amount of five percent (5%) of Proposer's Bid amount. All Bidders must attend the Pre-Bid Conference to receive special requirements and/or instruction for the Contract. The Pre-Bid Conference will be held on Wednesday, June 23, 2021 at the Former Adirondack Steel Site, 191 Watervliet-Shaker Road, Town of Colonie, New York. The site is entered from Watervliet-Shaker Road. The meeting will begin at 10:00 AM.

Attendees must pre-register for a Pre-Bid Conference by emailing the DEC Project Manager, Lisa Gorton at lisa.gorton@dec.ny.gov and Samantha Salotto at samantha.salotto@dec.ny.gov. Please provide name(s) of attendee and company represented.

Attendees must be OSHA 40-hour HAZWOPER (29 CFR 1910.120) certified to enter upon the site for participation in the Pre-Bid Conference and tour. Level-D PPE will be required at a minimum to participate in the site tour.

Due to conditions present at the site, the following additional equipment is recommended for the site tour:

  • High visibility safety vest
  • Hard hat
  • Insect repellant
  • Sturdy comfortable footwear: a comprehensive tour of the site will take approximately two hours

Attendees are encouraged to review the New York State Department of Health Information on Novel Coronavirus. (leaves DEC's website) Attendees travelling to the Pre-Bid Conference from outside of New York State shall review and self-implement restrictions or requirements which may be in place at the time of travel. (leaves DEC's website) It is the responsibility of the traveler to adhere to New York State guidelines and restrictions.

In order to reduce the Coronavirus risk at this project site during the Pre-Bid Conference all attendees are requested to adhere to the following guidelines at a minimum:

Implement social distancing such as not shaking hands and maintaining a distance of at least six (6) feet from other attendees. Per Executive Order 202.17, any individual who is over age two and able to medically tolerate a face-covering shall be required to cover their nose and mouth with a mask or cloth face-covering when in a public place and unable to maintain, or when not maintaining, social distance.

Given the increased potential for virus transmission at group events, we ask that you respect the following access restrictions when attending or sending representatives to the Pre-Bid Conference:

  • Do NOT travel to this site if you are experiencing flu-like symptoms including but not limited to fever, chills, cough, sore throat, diarrhea, vomiting, runny or stuffy nose, muscle or body aches, headaches, fatigue;
  • Do NOT travel to this site if, within 14 days of attendance, you have travelled for business or pleasure to a CDC-restricted location including: Brazil, China, Iran, most European Countries, United Kingdom and Ireland.   • Do NOT travel to this site if, within 14 days of attendance, you have been in direct contact with a person diagnosed with COVID-19 or suspected of having COVID-19.

Bidders should make every effort to send only one (1) representative to the Pre-Bid Conference, but in no case will more than two (2) representatives be allowed to participate in the Pre- Bid Conference.

ATTENDANCE IS MANDATORY AS A CONDITION OF BIDDING.
