The New York State Department of Environmental Conservation (NYS DEC), as Lead Agency pursuant to 6 NYCRR Part 617 (SEQR), has determined by its issuance of a SEQR Positive Declaration that the proposed construction and operation of a new solid waste management facility proposed by Hughes Energy, LLC has the potential to create at least one significant adverse impact on the environment and therefore a Draft Environmental Impact Statement (Draft EIS) must be prepared. The proposed facility is located on an approximately 40 acre parcel (Tax Parcel 113.-1-25) along State Route 23 in the Town of Roxbury, Delaware County, New York. As proposed, the facility would process up to 176,400 tons per year of municipal solid waste into a marketable fiber product using a proprietary steam composting and mechanical processing system. The proposal includes construction of an approximately 115,000 square foot processing building, an approximately 9,500 square foot administrative office and maintenance shop, a new commercial driveway, parking areas, and stormwater control structures. A draft scoping document has been prepared by the NYS DEC to outline the content of the required Draft EIS.
A written public comment period pursuant to 6 NYCRR Part 617 has commenced to gather public input on the draft scoping document and proposed content of the Draft EIS.
Written comments on the draft scoping document are being accepted by NYS DEC and must be submitted by mail or e-mail to the contact person listed above by November 30, 2021. Written comments should be limited in content to comments on potential significant adverse impacts. General opposition to the proposal cannot be accommodated within the scoping document or the Draft EIS.

The New York State Department of Environmental Conservation (NYS DEC) is inviting quotes to mow and/or harvest crops as outlined in the Request for Quotes (RFQ) Contract Number TX12416 on six (6) fields of quality habitat totaling approximately 171 acres at Upper and Lower Lakes Wildlife Management Area, located within the town of Canton, St. Lawrence County. The contract will be for a three-year lease, with two possible one-year extensions.
Pre-quote Meeting Requirement/Site Walk Through:
Any potential quoter must attend a pre-quote meeting with the Land Manager, which will take place on November 30, 2021 at 10:00 a.m. at the Upper and Lower Lakes Shop building, 3030 US Route 68, Canton, NY 13617. Following the meeting, potential quoters may tour the fields referenced in Attachment 3b of the RFQ document for Contract Number TX12416 at: https://www.dec.ny.gov/outdoor/9325.html. Anyone unable to attend the pre-quote meeting must contact the designated NYS DEC individual for an alternate date. Quoters will be required to sign an attendance sheet to document their presence at the mandatory pre-quote conference.

Notice is hereby given that the New York State Department of Environmental Conservation (NYS DEC) has extended the public comment period for proposed amendments to 6 NYCRR Part 613 of the Petroleum Bulk Storage (PBS) regulations and 6 NYCRR Parts 596-599 of the Chemical Bulk Storage (CBS) regulations and is holding an additional public comment period for these rulemakings. The proposed PBS and CBS rulemakings are principally aimed at harmonizing existing State requirements with federal requirements (40 CFR Parts 280 and 302). CBS regulations are restructured so they are consistent with Federal 40 CFR Part 280 and the New York State PBS regulations. These revisions do not establish any new requirements or costs concerning the bulk storage of petroleum and chemicals. There is no change to how facilities operate under existing industry practices and applicable federal and State laws and regulations. The revisions may eliminate or reduce costs that are incurred by certain facilities under the existing rules by allowing certain retrofits, practices, and leak detection methods.

This proposed Program Policy is written to establish operational requirements for existing construction and demolition debris landfills that are three acres or less in area (L3 Landfills) and were permitted under Section 360-7.3 of the 6 NYCRR Part 360 Series regulations in effect before November 4, 2017. The 6 NYCRR Part 360 Series regulations are used in conjunction with other state and federal regulations to regulate the landfills in New York State.
NYS DEC issued a negative declaration indicating that NYS DEC determined that this proposed policy will not result in any significant adverse environmental impacts.
