Notice is hereby given that the New York State Department of Environmental Conservation (NYS DEC) filed a Notice of Proposed Rule Making with the New York State Department of State to adopt prohibitions on hydrofluorocarbon substances previously in place at the national level by the USEPA. The goal of this proposed rule is to reduce greenhouse gas emissions associated with the use of hydrofluorocarbons as refrigerants, aerosol propellants, and foam-blowing agents, where safe alternatives are available.

At the public hearing, attendees will have an opportunity to make an oral statement and/or file a written statement.

Public Comment on the Proposed Rule Making
Written comments on the proposed rule may be submitted until 5 p.m. on March 16, 2020 by mail to Suzanne Hagell, NYS DEC Office of Climate Change, 625 Broadway, Albany, NY 12233-1030 or emailed to climatechange@dec.ny.gov. Include “Comments on Part 494 HFC” in the subject line of the email.

Public Meeting Location: Lackawanna Senior Center 230 Martin Road, Lackawanna NY 14218

DEC invites the public to the meeting to learn about a proposed remedy to address contamination related to the Bestway Cleaners Site (Buffalo, Erie County), within New York's State Superfund Program. Public comments also are welcome at the meeting, and during a public comment period that runs through March 25, 2020.
