Join us as we monitor the birds at Five Rivers. This outdoor survey begins at 8:00 a.m. Meet outside the visitor center. After a brief introduction, we'll head out on the trails. Beginners are welcome. 

Bring binoculars if you have them. We have a few to loan. In case of inclement weather, this program will be canceled. For more information, call 518-475-0291.

The NYS Department of Environmental Conservation (DEC) is proposing to revise the Uniform Procedures Act (UPA) regulations that are codified at 6 NYCRR Part 621. The proposed changes to the UPA regulations are the first general update to the UPA regulations since 2006. DEC's proposal also includes corresponding minor revisions to the regulations that implement the Mined Land Reclamation Law (6 NYCRR Part 421) and the regulations governing water withdrawal permits (6 NYCRR Part 601).

Two public comment hearings for the proposed rule will be held before an Administrative Law Judge (ALJ) electronically via the Webex Webinar platform as follows. The electronic format is reasonably accessible to persons with impaired mobility.

Persons wishing to comment on the proposed rule will have the opportunity to make a statement at the public comment hearing webinar. Any person wishing to provide a public statement must register in advance of the hearings no later than 2 p.m. on Wednesday, October 19, 2022. Any person who wishes only to observe the webinar online must also register. Any person may listen to a hearing by phone without pre-registration.

To register electronically: Persons who will login to the hearing electronically must register. You will be asked whether you wish to make a public statement or not. After registration is complete, you will receive a confirmation by email with information about how to join the hearing.
