Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 23 or higher and:

Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT.

Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications - listed below;
55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Open competitive minimum qualifications (provided for 55b/c candidates and 70.4 transfer eligibles): Either: eight years of experience in Information Technology for large-scale automated systems in a business involved in environmental programs. Experience must have included performing or supervising the performance of the following: 1) developing and carrying out test plans against established criteria for the users, technical system staff, or developers of large-scale automated systems for an environmental program; 2) troubleshooting by reviewing and analyzing data findings such as corrupt data, program flow errors, or other systems deficiencies in support of a large-scale automated system for environmental program; 3) developing and maintaining user documentation including forms, reports, automated tests, table valued, or procedure manuals for a large-scale automated system for an environmental program. At least two years of this experience must have been as a supervisor or manager. Substitution: A bachelor's degree in computer science, management information systems, information technology, environmental science, or environmental engineering may be substituted on a year-for-year basis for up to four years of general experience.
