The New York State Department of Environmental Conservation (DEC) has proposed revisions to regulations for the bulk storage of petroleum (Petroleum Bulk Storage (PBS)) and chemicals (Chemical Bulk Storage (CBS)) and for the management of used oil. DEC is revising these regulations to reflect changes in State laws and federal laws and regulations. DEC will accept public comments on these proposed rules through Tuesday, November 4, 2014.

Webinar and Public Information Meetings

To help the public understand the proposed regulations, DEC will host a live webinar on August 26, 2014 from 10:00 am - 12:00 pm and will hold public information meetings in Albany on September 4, 2014; New York City on September 9, 2014; and Rochester on September 11, 2014. Seating is limited so persons planning on attending one of the information meetings are encouraged to pre-register, see below.

Public Hearings

Legislative public hearings to receive public comment about the proposed rules will be held in Albany on October 14, 2014; Rochester on October 16, 2014; and New York City on October 23, 2014. Seating is limited so persons planning on attending one of the hearings are encouraged to pre-register, see below. Prior to each hearing, a public information meeting will also be held from 1:00 PM - 2:30 PM at the same location.

Submitting Written Comments on the Proposed Regulations

The public is invited to submit written comments about these proposed regulations through Tuesday, November 4, 2014. Written comments can be submitted to DEC online. Alternatively, written comments may be mailed to Mr. Russ Brauksieck; NYSDEC; 625 Broadway; Albany, NY 12233-7020.
