FGEIS for Proposed CO2 Budget Trading Program
Final Generic Environmental Impact Statement for 6 NYCRR Part 242, 6 NYCRR Part 200 (General Provisions): CO2 Budget Trading Program as supported by 21 NYCRR Part 507: CO2 Allowance Auction Program
The New York State Department of Environmental Conservation (NYSDEC) has accepted a Final Generic Environmental Impact Statement (FGEIS) on the proposed CO2 Budget Trading Program as supported by the CO2 Allowance Auction Program. The Program establishes the New York State component of the Regional Greenhouse Gas Initiative (RGGI), a regional process designed to stabilize and then reduce anthropogenic emissions of CO2, a greenhouse gas, from CO2 budget sources in an economically efficient manner. To accomplish this, the Program establishes a cap-and-trade mechanism for CO2 emissions from fossil fuel-fired electric generating units. The CO2 Allowance Auction Program is designed to complement the provisions of the Program and effectuate the purposes thereof. The FGEIS and corresponding attachments support the finalization of both regulations.
