Pollution Prevention Program Policies
These guidance documents outline the policies and procedures for the Department's Multi-Media Pollution Prevention (M2P2) program, also known as the "Integrated Facility Management Initiative." The audience to use these policies is primarily DEC's regional environmental quality staff. These policies were prepared by the Pollution Prevention Unit, which is responsible for coordinating and providing oversight for this initiative.
Multi-media (M2) refers to all the media (air, water, and land) in which pollution can be released. Pollution prevention (P2) refers to steps that can be taken to avoid creating pollution "at the source" or in the first place in order to avoid or minimize the costs and risks of recycling, treating, controlling, or disposing of waste further down the "waste management hierarchy."
The Multi-Media Pollution Prevention initiative uses a team of engineers from each program area to conduct a multi-media analysis and inspection of selected industrial facilities in order to comprehensively evaluate their compliance with the law and to identify and implement environmental management improvements, including pollution prevention.
The following program policies identify the regions' role in the M2P2 program, including workplanning; the facility selection process; the inspection model; and inspection evaluation reports.
