Bulk Storage Guidance Documents
Bulk Storage Information Note: This information is intended to provide facility/tank owners and operators answers to commonly asked questions. Facility/tank owners should obtain a copy of the New York State bulk storage regulations from their local DEC Regional Office and read them carefully and in their entirety. Facility/tank owners are responsible for complying with all of the New York State bulk storage regulations.
Recently Issued Program Policy
Program Policy DER-40: Operator Training (PDF) (7 page, 55 kB) - Issued 10/09/2015; Effective 11/20/2015. This Program Policy provides guidance on the requirements for training of operators of underground storage tank systems at petroleum bulk storage (PBS) and chemical bulk storage (CBS) facilities in New York State. Revisions to PBS and CBS regulations are effective October 11, 2015. See Revised Regulations: Bulk Storage of Petroleum and Chemicals; Management of Used Oil. Operator Training Manual (reference document for DER-40)
Operator Training Manual (TankIQ) (PDF) (182 page, 6 mB) - This manual provides information for operators of certain underground storage tank systems at PBS and CBS facilities. This informal guidance can be used along with knowledge of the regulations to prepare operators to take the NYS Class A/Class B Operator examination described in Program Policy DER-40 (see above).
