Bulk Storage Guidance Documents

Bulk Storage Information Note: This information is intended to provide facility/tank owners and operators answers to commonly asked questions. Facility/tank owners should obtain a copy of the New York State bulk storage regulations from their local DEC Regional Office and read them carefully and in their entirety. Facility/tank owners are responsible for complying with all of the New York State bulk storage regulations.

What's New - PBS Recordkeeping Guidance

Tank owners and operators must maintain records to be in compliance with DEC's Petroleum Bulk Storage (PBS) and USEPA's Underground Storage Tank (UST) regulations. DEC has prepared recordkeeping guidance documents on the three types of tank systems.

What's New - Proposed Program Policy

Proposed Program Policy DER-40 [Draft]: Operator Training (PDF) (7 page, 85 kB) - This proposed Program Policy provides guidance on the requirements for training of operators of underground storage tank systems at petroleum bulk storage (PBS) and chemical bulk storage (CBS) facilities in New York State. Public comment period ended November 4, 2014. DEC proposed to revise the PBS and CBS regulations and that public comment period also ended November 4, 2014. What's New - DRAFT Operator Training Manual (reference document for DER-40)

Draft Operator Training Manual (TankIQ) (PDF) (182 page, 4.2 mB) - This manual provides information for operators of certain underground storage tank systems at PBS and CBS facilities. This informal guidance can be used along with knowledge of the regulations to prepare operators to take the NYS Class A/Class B Operator examination described in proposed Program Policy DER-40 (see above). The requirement to take the exam will take effect when the proposed regulations go into effect.
