§281.1 General classification

(a) The air quality within the political boundaries of Jefferson County shall be maintained using Levels III, II, and I as set forth in Part 256, Ambient Air Quality Standards--Classifications System, for the areas described in the following sections.

(b) The classification of the air over Lake Ontario and the St. Lawrence River and their islands shall be the same as the classification of the adjacent land mass.

§281.2 Level III

All that area bounded by a line commencing at the intersection of Holcom Street and Flower Avenue West; thence easterly along Flower Avenue West to Flower Avenue East; thence easterly and northeasterly along Flower Avenue East to Academy Street; thence southeasterly along Academy Street to Central Street; thence northeasterly along Central Street to Huntington Street; thence due north to the Black River; thence easterly along the Black River to the LeRay-Pamelia town line; thence northerly along the town line to the Penn-Central Railroad; thence due west of LeRay Street; thence southwesterly along Le-Ray Street to the Watertown city line; thence northwesterly along the city line to Bradley Street; thence southerly and southwesterly along Bradley Street to Superior Street; thence northwesterly along Superior Street to Mohawk Street; thence southwesterly along a straight line to the junction of Coffeen Street and Breen Avenue; thence southwesterly along Breen Avenue to Arsenal Street; thence westerly along Arsenal Street to Willow Street; thence southerly along a straight line to the junction of Ives Street and Flower Avenue West; thence easterly along Flower Avenue West to the beginning point

§281.3 Level II

All that area within the following boundaries:

(a) The corporate limits of the villages of Carthage and West Carthage.

(b) Commencing at the intersection of the Black River village line and Miser Road; thence southerly along Miser Road to Rutland Hollow Road; thence southwesterly along Rutland Hollow Road to the Rutland-Watertown town line; thence southerly along the town line to Route 12; thence westerly along Route 12 to Cemetery Road; thence westerly along Cemetery Road to Brookside Drive; thence westerly along Brookside Drive to Gillette Road; thence westerly along Gillette Road to Ives Road; thence due west to the Watertown-Hounsfield town line; thence northerly along the town line to the Brownville village line (Brownville town line); thence clockwise along the village line to Glen Park village line; thence easterly along the village line to the Brownville-Pamelia town line; thence northerly along the town line to Lane Road; thence easterly along Lane Road to Wayside Road; thence early along Wayside Road to Route 37; thence southerly along Route 37 to Route 11; thence due east to Pearl Road; thence northeasterly along Pearl Road to Lafave Road; thence easterly along Lafave Road to Route 342; thence due east to the Black River village line; thence clockwise along the village line to the beginning point; except that area delineated as Level III.

§281.4 Level I

All that area in Jefferson County not delineated as Levels III and II.
