§291.1 General classification

The air quality within the political boundaries of Onondaga County shall be maintained as set forth in Part 256, Ambient Air Quality Standards--Classifications System, using Levels IV, III, II, and I as detailed below.

§291.2 Level IV

All that area within the following boundaries:

(a) All that area bounded by a line commencing at the junction of Lodi Street and Catherine Street; thence southeasterly along Catherine Street to Almond Street; thence southerly along Almond Street to East Adams Street; thence westerly along East Adams Street to Oneida Street; thence northwesterly along Oneida Street to Seymour Street; thence westerly along Seymour Street to Wilbur Avenue; thence northwesterly along Wilbur Avenue to Route 5; thence westerly and southwesterly along Route 5 to the Syracuse city line; thence northerly along the city line to Chemung Street; thence westerly along Chemung Street to Charles Avenue; thence northerly along Charles Avenue to Chemung Street; thence westerly along Chemung Street to Woods Road; thence northwesterly along Woods Road to Fourth Street; thence westerly along a straight line to the intersection of Milton Avenue and Horan Road; thence north and northeasterly along Horan Road to the Delaware, Lackawanna and Western Railroad tracks; thence easterly along a straight line to the intersection of Brewerton Road and Ley Creek; thence southerly along a straight line to the intersection of Grant Boulevard and Pond Street; thence southwesterly along Pond Street to Lodi Street; thence southeasterly along Lodi Street to the beginning point.

(b) All that area bounded by a line commencing at the junction of Court Street and Teall Avenue; thence due north to the New York State Thruway; thence easterly along the New York State Thruway to Kinne Street; thence southerly along Kinne Street to Route 290 (W. Manlius); thence due south to the East Syracuse village limits; thence westerly along the village limits to the Syracuse city limits; thence northwesterly along the city limits to Teall Avenue; thence northerly along Teall Avenue to the beginning point.

§291.3 Level III

All that area within the following boundaries:

(a) All that area bounded by a line beginning at the intersection of Vine Street and the Salina-Clay town line; thence easterly along the town line to 7th North Street; thence southerly along 7th North Street to Hopkins Road; thence easterly on Hopkins Road to Buckley Road; thence due east to Route 11; thence southerly on Route 11 to Molloy Road; thence easterly along Molloy Road to Fuller Road; thence due east to the DeWitt-Manlius town line; thence southerly along the town line to the New York Central Railroad tracks; thence westerly along the railroad tracks to the village limits of East Syracuse; thence southwesterly along the village limits to Bridge Street; thence southeasterly along Bridge Street to Route 5; thence northerly along Route 5 to Springfield Road; thence westerly along Springfield Road to Mountainview Avenue; thence westerly along Mountainview Avenue to Seeley Road; thence southerly along Seeley Road to Salt Springs Road; thence westerly along Salt Springs Road to Genesee Street; thence southwesterly along a straight line to the intersection of Stratford Street and Comstock Avenue; thence southerly along Comstock Avenue to Thurber Avenue; thence westerly along Thurber Avenue to East Brighton Avenue; thence northerly and westerly along Brighton Avenue to South Avenue; thence southerly along South Avenue to Glenwood Avenue; thence westerly along Glenwood Avenue to Onondaga Park; thence northerly along a straight line to Summit Avenue; thence northerly along Summit Avenue to Bellevue Avenue; thence westerly along Bellevue Avenue to Velasco Road; thence northerly along Velasco Road to Grand Avenue; thence easterly along Grand Avenue to Avery Avenue; thence northerly along Avery Avenue to Salisbury Road; thence westerly along Salisbury Road to Orchard Street; thence northerly along Orchard Street to West Genesee Street (Route 5); thence westerly along West Genesee Street to Route 173; thence northwesterly along Route 173 to Belle Isle Road; thence northwesterly along Belle Isle Road to Gereslock Road; thence northeasterly on a straight line to the intersection of Armstrong Road and State Fair Boulevard; thence northeasterly along a straight line to the intersection of Route 57 (Onondaga Lake Parkway) and the Liverpool village limits; thence northeasterly along the village limits to Vine Road; thence northerly along Vine Road to the beginning point; except that area delineated as Level IV.

(b) All that area bounded by a line beginning at the intersection of Route 173 and the Dewitt-Onondaga town line; thence northerly along the town line to a point due west of the intersection of Nottingham Road and Peck Hill Road; thence due east to said intersection; thence easterly along a straight line to the intersection of Jamesville Road and Woodchuck Hill Road; thence easterly along Woodchuck Hill Road to Route 109 (Sweet Road); thence southerly along Route 109 to Route 173; thence westerly along Route 173 to the beginning point.

§291.4 Level II

All that area bounded by a line commencing at the intersection of Route 175 and Marcellus-Onondaga town line; thence westerly along Route 175 to the Marcellus village line; thence clockwise along the village line to Old Seneca Turnpike; thence westerly along Old Seneca Turnpike to the Marcellus-Skaneateles town line; thence southerly along the town line to New Seneca Turnpike; thence westerly along New Seneca Turnpike to the Skaneateles village line; thence clockwise along the village line to Franklin Street Road; thence northwesterly along Franklin Street Road to the Skaneateles town line; thence clockwise along the town line to Shepard Road; thence northeasterly along Shepard Road to Lime Ledge Road; thence northerly along Lime Ledge Road to Bennett Corners Road; thence northerly along Bennett Corners Road to Mill Road; thence easterly along Mill Road to Sands Road; thence northeasterly along Sands Road to Breed Road; thence northerly along Breed Road to Canal Road; thence easterly along Canal Road to Canton Street; thence northerly along Canton Street to the Baldwinsville village line; thence clockwise along the Baldwinsville village line to Route 31 (Belgium Road); thence easterly along Route 31 to Thompson Road; thence southerly along Thompson Road to Northern Boulevard; thence southerly along Northern Boulevard to Taft Road; thence easterly along Taft Road to Karker Road; thence southerly along Karker Road to Route 298; thence easterly along Route 298 to Shepps Corners Road; thence southerly along Shepps Corners Road to the Minoa village line; thence clockwise along the village line to North Manlius Road; thence southerly along North Manlius Road to Minoa Road; thence southerly along Minoa Road to Route 257; thence southerly along Route 257 to the Fayetteville village line; thence clockwise along the village line to Route 5; thence easterly along Route 5 to Duguid Road; thence southerly along Duguid Road to the Manlius village line; thence clockwise along the Manlius village line to Whetston Road; thence southerly along Whetstone Road to the Manlius town line; thence westerly along the town line to the DeWitt town line; thence westerly along the town line to the Onondaga town line; thence southwesterly along a straight line to the intersection of Route 11 and the Onondaga Indian Reservation boundary; thence westerly along the Onondaga Indian Reservation boundary to Cleveland Road; thence due west to Makyes Road; thence southwesterly along Makyes Road to Young Road; thence northerly along Young Road to Norton Road; thence westerly along Norton Road to Bussey Road; thence westerly along a straight line to Amber Road; thence northerly along Amber Road to Cedarvale Road; thence northerly along Cedarvale Road to Route 175; thence westerly along Route 175 to the beginning point except those areas delineated as Levels IV and III.

All that area in Onondaga County not delineated as Levels IV, III, and II.
