Environmental Justice Grant Supplement B. Regional Economic Development Council Recommendation

Governor Andrew Cuomo directed the establishment of Regional Economic Development Councils to analyze the most significant business clusters in their respective areas. The Councils include diverse local representation from local governments, industrial development agencies, businesses, labor, and other organizations contributing to the future of each region. The State's economic development officials also participate in the Councils and assist in their work. Each Council has developed a Regional Strategic Plan for the State to implement; these Plans are available on the Councils' websites listed in the right column under "Offsite Links."

As part of this directive, any economic development oriented grants awarded by the State of New York shall take into consideration the recommendation of the relevant Regional Economic Development Council or the DEC Commissioner's determination that the proposed project aligns with the strategic goals of the Regional Strategic Plan of the region where the proposed project is located.

There are two ways that an application can receive five points for Economic Benefit:

1. Applicants may request an endorsement letter from the appropriate REDC by submitting to the REDC a brief Statement of Economic Benefit by Friday, March 1, 2013.

By Friday, March 1, 2013, the applicant must submit a brief Statement of Economic Benefit to the REDC in the region in which the project is located, explaining how the proposed project aligns with priorities of the Regional Strategic Plan developed by the REDC and requesting that the REDC provide the applicant with a letter endorsing the applicant's proposed project for the EJ Grant. The endorsement letter from the REDC should then be included in the applicant's grant application to the Office of EJ. In the event that an REDC expressly finds that an applicant's proposal does not align with the goals of that REDC's Regional Strategic Plan, the application will no longer be eligible to receive the 5 points for economic benefit and alignment of the proposed project with the Regional Strategic Plan will not be considered by the DEC Commissioner as described below.

2. Applicants may request a finding by the DEC Commissioner that a proposed project aligns with the REDC's Regional Strategic Plan for the project's region.

If an applicant requests an endorsement letter from the appropriate REDC but has not received the endorsement letter from the REDC by the application deadline of Friday, April 5, 2013, the applicant must include in the EJ grant application the Statement of Economic Benefit described above and a statement that an endorsement letter was requested from the REDC but not received. The DEC Commissioner will determine whether the applicant's Statement of Economic Benefit and the project as proposed align with the strategic goals of the appropriate REDC's Regional Strategic Plan.
