Selection Criteria for the Andrew M. Weist Operation & Maintenance Award
What we look at in choosing award winners...
- The wastewater treatment plant should be in good standing with all Environmental Conservation Laws and Regulations.
- The Regional Water Engineer and the facility regional inspector are asked for their input concerning the facility. Inspection records are reviewed. Comments are given to the selection committee.
- Two years of effluent data is downloaded from the Permit Compliance System (PCS) for selection committee review.
- The package must include at least one (1) year of effluent data (Jan. - Dec.). If there are violations they should be explained. Permit (SPDES) compliance is important. But some parameters such as flow, may not be as critical as others in the selection process.
- The package must also contain discussions on five (5) Topics such as: Process Control, Monitoring, Equipment Maintenance, Management, Laboratory, Sludge Management, Maintenance Management, Safety, etc. The discussion should identify unique and outstanding practices at the WWTP. The discussion should be limited to 250 words (about 1 page for each subject).
- Pictures of the facility.
- Plant Schematic.
- SPDES & other Permits.
- Does the facility meet operator certification requirements (Part 650)?
- The selection committee meets in early April. Each application is reviewed by at least two (2) members of the committee.
- The selection committee consists of Division of water staff from both NYSDEC Central Office and NYSDEC Regional offices.
