Draft Permit For Alcoa Massena Plants Modernization Now Available For Public Comment

Permits requested for the proposed modernization of the two Aluminum Company of America (Alcoa) plants in Massena are now available for public review and comment, the New York State Department of Environmental Conservation (DEC) announced today. Public comments will be accepted until September 21.

The draft permits renew and modify the Air Title V Facility permits at the Alcoa West Plant and the Reynolds Metals Company (Alcoa East Plant). The draft permit also modifies the Industrial State Pollutant Discharge Elimination System (SPDES) permit at the Reynolds Metals Company (Alcoa East Plant). Alcoa owns and operates these two primary aluminum reduction facilities in Massena, New York.

The proposed modernization at Massena East Plant includes replacing the three Soderberg potlines with a modern technology pre-bake potline and adding an anode cooling room and bath dumping station. This project will result in net decreases in emissions of sulfur dioxide, oxides of nitrogen, total fluoride, particulate matter, volatile organic compounds and carbon monoxide.

The proposed modernization for the Alcoa Massena West Plant includes increasing the recent throughput of the anode manufacturing facility by taking advantage of historic production capacity to supply the needs of the new potline at Massena East Plant as well as the existing potline at Massena West Plant. In addition, the proposed modernization would add a new emission unit A-00003 which will include one molten aluminum melting and holding furnace, one aluminum homogenizing heat treat furnace and one in-line filterbox fluxing unit. These upgrades to their facility will increase aluminum production with a more efficient, cleaner operation.
