DEC Issues Final Clean-up Plan for Former General Motors North Tarrytown Assembly Plant Site
The New York State Department of Environmental Conservation has selected a remedy to clean up contaminants at the former General Motors North Tarrytown Assembly Plant site, the agency announced today. Outlined in a Decision Document, the final clean-up plan addresses soil, groundwater and Hudson River contamination.
"In consultation with the state Department of Health and with input from the general public, we believe we have selected the best remedy that is protective of public health and the environment," said DEC Commissioner Joe Martens. "The plan will allow for effective clean up of this brownfield site in preparation of future redevelopment or reuse. This is another example of how environmental protection provides the foundation for economic success in New York state."
A number of interim remedial measures (IRMs) that addressed metals, trichloroethene (TCE) and petroleum products in the soil and groundwater were completed during the investigation. The final remedy includes dredging a portion of the Hudson River to address off-site metals contamination and site-wide controls to address the remaining onsite contamination that remained after the IRMs were completed. Specifically, the elements of the remedy include:
- Remove approximately 4,400 cubic yards of metals-contaminated sediment over 0.8 acres of the Hudson River near a storm water outfall.
- Segregate dredged material in an on-site area to remove debris and material for suitable disposal prior to dewatering the sediment. Water generated during dredging and dewatering activities will be treated onsite using a portable water treatment system. Treated water will then be discharged to the Hudson River. Dewatered sediment will be disposed off-site at an appropriately permitted facility.
- Backfill the dredged area of the Hudson River with in-kind material, likely sand. The final elevations of the restored dredged area will be the same as before dredging activities.
- The habitat zones disturbed during these remedial activities will be restored to current conditions.
- Clean and inspect the onsite storm water system to remove accumulated sediments and prevent possible recontamination of the dredged area.
- Filing of an environmental easement requiring all future property owners to comply with a site management plan. The site management plan will identify all use restrictions and engineering controls, and will detail the steps necessary to ensure the institutional and engineering controls remain in place and are effective.
- Develop and implement a monitoring plan to assess the performance and effectiveness of the remedy.
Contaminants of concern at the site include: lead, chromium, copper, zinc, mercury, trichloroethene (TCE), petroleum products, methane and mercury. The cost of cleanup is approximately $10 million and will take up to two years.
DEC finalized the Decision Document and approved the Remedial Work Plan after public input during the public comment period, which ran from February 15, 2012 through April 29, 2012. A public meeting was also held on March 22, 2012.
Until approximately 1830, when a brickyard was established at the site, the property was undeveloped or used as farmland. In 1885, the Rand Drill Company acquired the abandoned brickyard property and the facility was used to manufacture percussion rock drills until approximately 1909. Between 1899 and 1914 the north side of the property (adjacent to Kingsland Point) was used for vehicle manufacturing by the Mobile Company of America (Mobile) and the Maxwell Briscoe Company (Maxwell Briscoe). The Chevrolet Motor Company (which later became a division of GM) originally acquired the former Maxwell Briscoe property and automobile manufacturing facility in 1914. Between 1914 and 1996, General Motors assembled automobiles there. This included two manufacturing buildings, along with support operations consisting of a powerhouse, petroleum bulk storage tanks, a wastewater pretreatment facility, a water storage tank and miscellaneous day shelters for equipment and personnel.
