Draft Remedial Design Work Plan and Citizen Participation Plan for the Onondaga Lake Bottom Sub-Site Complete

Public Meeting Announced

New York State Department of Environmental Conservation (DEC) Regional Director Kenneth Lynch today invited the public to a meeting to discuss draft plans for remediation work and citizen participation regarding the cleanup of the bottom of Onondaga Lake. The public meeting is set for:

At the meeting, DEC will make available what's known as the draft "Remedial Design Work Plan (RDWP) and the Citizen Participation Plan for the Onondaga Lake Bottom Sub-Site." Prepared on behalf of Honeywell International Inc. (Honeywell), the work plan presents activities and steps necessary to design a remedy for the site in accordance with a Record of Decision (ROD) issued by DEC and the U.S. Environmental Protection Agency (EPA), and in accordance with a consent decree issued by the Unties States District Court in 2007. The work plan includes:

  • A description of remedial design activities with a schedule for performing these activities.
  • A summary of pre-design investigation field activities.
  • A discussion of the need for further design-related investigation activities.
  • A plan for physical security and posting of site work areas.
  • A health and safety plan to protect persons in relation to site remedial work.
  • A description of the remedial design, including goals.
  • A schedule for submitting remedial design documents.

The draft Citizen Participation Plan (CPP) provides a formal, yet flexible plan for communication with the public during the remediation of the Onondaga Lake bottom. The plan describes the site and remediation program and identifies specific community outreach and participation activities. The goals of the CPP are to provide communication with the public that is open, transparent and proactive, to provide multiple opportunities for dissemination of information to the public, and to outline ways for interested stakeholders to participate in discussions and/or participate in groups on the design and construction of remediation activities.

DEC will accept written public comments regarding both plans during a public comment ending on Dec. 31, 2008. At the Nov. 20 meeting, DEC will present information regarding the draft CPP and the draft RDWP, respond to questions and accept public comments. Copies of the plan are available at:
