DEC Accepting Public Comment on Waste-By-Rail Draft Permit

The public is invited to submit comments on a draft permit application for a research, development and demonstration (RD&D) permit application by Coastal Distribution LLC, the New York State Department of Environmental Conservation announced today. The public comment period is from June 22 - July 10, 2015.

Under Coastal's RD&D draft permit, the facility would use three alternative railcar closure measures methods for transporting baled and bagged municipal solid waste over a one-year test period. The facility, located in Farmingdale, Suffolk County, will evaluate the effectiveness of each method for safety, odor control and other environmental impacts to transfer baled bagged municipal solid waste via railcars. The three railcar closure methods that will be studied during this period are synthetic mesh tarp, posi-shell (spray applied cement-like coating), and a flexible lid.

Each method would be evaluated for a period not less than three months, unless a test method fails to meet DEC or rail carrier requirements for safety, odor control and other environmental impacts. If this takes place, this method of transportation will cease. With DEC approval, the testing of the next method would commence.

Both DEC and rail carrier personnel would monitor the effectiveness of these three transportation methods and this information would be used in the short-term to determine if a transportation method needs to be discontinued. The information gathered would also be used to determine what methods may receive DEC approval once the research demonstration time period ends.

Under the terms and conditions of the research permit, daily odor monitoring, check of cover integrity and leak detection would be conducted.
